The City of Phoenix Water Services Department, one of the nation’s largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.
The Water Services Department is seeking a Water Resource Specialist to join our Water Resources team.
Responsibilities include:
- Participating in the development, design and evaluation of water policies, agreements, and programs to achieve water resources goals;
- Assisting with Citywide water loss efforts utilizing the AWWA M36 methodologies;
- Completing the Water Withdrawal and Use Annual Report requirements to the Arizona Department of Water Resources;
- Submitting and monitoring underground water storage and recovery permit applications to the Arizona Department of Water Resources;
- Reviewing City policies, procedures, and regulations affecting water use and recommending new or revised policies, procedures, and regulations to support water resource goals;
- Coordinating communication of water policy measures that would affect other City programs, policies, or ordinances.
Other duties include and are not limited to:
- Gathering and preparing water use, water resources and conservation information that meets state reporting requirements, city contractual requirements, and internal water resources management needs.
- Compiling and analyzing data, that requires understanding of water resource issues.
- Working with the Arizona Department of Water Resources, Central Arizona Project, Salt River Project, other City departments and customers, etc. to gather data, monitor water use, assist in preparing reports, agreements, and plans.
- Interacting with local, regional, and national peers regarding issues at the forefront of water resources, and water conservation and efficiency.
- Attending community events and workshops, and educational programs.
- Managing grants, programs, and contracts.
Work is performed under general direction and requires independent judgment. This position reports to a Principal Planner or Project Manager.
IDEAL CANDIDATE
- Possesses knowledge of Public administration, water rights and hydrology, Arizona water policy, practices of water resources planning and water demand management.
- Knowledge about water and wastewater infrastructure systems, and the interrelationship of these systems to the size and location of groundwater production and recharge wells.
- Possesses strong analytical skills with quantitative and qualitative data about program effectiveness.
- Able to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
SALARY
Pay Range: $60,028.80 – $118,872.00 annually.
Hiring Range: $60,028.80 – $76,627.20 annually.

MINIMUM QUALIFICATIONS
- Two years of professional experience in resource management or planning.
- Bachelor’s degree in resource management, hydrology, geology, geography, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Master’s degree in resource management, planning, or a related field.
- Some events may require evening or weekend work.
- Understanding of water resource management, water rights and regulatory requirements of water conservation in Arizona.
- Three years of professional experience in resource management or planning.
