The San Francisco Bay Regional Water Quality Control Board is recruiting for a Career Executive Assignment/Assistant Executive Officer. The position is located at 1515 Clay Street, Suite 1400, Oakland CA 94612.
Under the general direction of the Executive Officer, and consistent with good customer service practices and the goals of the State and Regional Boards’ Strategic Plan, the Assistant Executive Officer of the San Francisco Bay Regional Water Board is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and solicit and consider internal/external customer input when overseeing the completion of work assignments.
The Executive Officer and Assistant Executive Officer (AEO) function as part of the executive management team for the Regional Water Board. The position requires strong technical skills and experience directing and overseeing clean-up of contaminated sites. The AEO is responsible for providing technical guidance and leading the programs to clean up pollutants from soil and groundwater, expanding employee and organizational skills to provide consistently high-quality regulatory actions and documents, responsive customer service, and compliance assistance through mentoring and formal training. The AEO supervises two division managers and oversees all regulatory and administrative functions of these divisions including review of staff reports and correspondence. The AEO is also the lead for enforcement activities and functions as the Chief of the region’s Prosecution Team on enforcement matters. The AEO will continuously strive to improve customer service and compliance assistance through improved business practices, guidance, public education, and outreach efforts.
The incumbent should have the general knowledge of the below:
•Knowledge of the Water Board’s regulatory, enforcement, and administrative programs
•Knowledge of groundwater and soil remediation
•Knowledge of the California Water Code and the federal Clean Water Act
•Knowledge of statewide policies and plans adopted by the State Water Board

•The ability to maintain composure in adversarial situations
•Ability to plan, organize, and direct the work of multidisciplinary professional staff
•Ability to organize and set priorities on assignments and meet deadlines
•Willingness and ability to travel within California on a regular basis
•Knowledge of general water quality monitoring protocols including design, quality assurance, data analysis, compliance monitoring and reporting, and data needs for effective groundwater quality management and decision making
•Ability to work cooperatively and promote partnerships with internal/external customers, including the public, media, and governmental and non-governmental agencies and organizations

5. Knowledge and understanding of the critical issues confronting the Water Boards with particular emphasis on multimedia environmental impacts and cleanup of contaminated soil and groundwater
6. Knowledge of enforcement policies and procedures.
5. Possession of a Bachelor’s Degree in environmental, sanitary, civil or chemical engineering; biological, environmental, or physical sciences, including geology; ; law or a field related to any of the foregoing.
6. Demonstrated knowledge and experience cleaning up soil and groundwater at contaminated sites, with business processes, streamlining, and increasing productivity.
7. Ability to lead and oversee a high profile office and to organize, direct, and assign staff in the development and implementation of policies and site cleanup programs.
8. Ability to facilitate highly sensitive communication to enable problem solving and decision-making among multi-disciplinary staff including engineers, scientists, geologists, attorneys, and information technology professionals.
