ASSIGNMENT TITLE:
CONSULTANCY SERVICES FOR UNDERTAKING AN ENVIRONMENTAL AND SOCIAL AUDIT FOR THE INTEGRATED WATER MANAGEMENT AND DEVELOPMENT PROJECT (IWMDP).
The Government of Uganda (GoU) through Ministry of Water and Environment has received financing from the World Bank towards the cost of the Integrated Water Management and Development Project (IWMDP) and intends to apply part of the proceeds for Consultancy Services for undertaking an Environmental and Social Audit for the Integrated Water Management and Development Project (IWMDP).
The consulting services (“the Services”) include: (i) To obtain an independent perspective on compliance with procedures, internal functioning and effectiveness of E&S systems during the implementation of the subprojects in table 1 of the ToR. (ii) To review the implementation of the ESIA/ESMP, RAPs, SPPs and CMPs (iii) To assess the compliance of implementing agencies and contractors with conditions of project permits and certificates issued by the various Ministries, Departments and Agencies MDAs (iv) To assess the extent to which contractors have adhered to the site-specific Contractors’ Environmental and Social Management Plans (CESMPs) during pre-construction and the construction period (v) To identify the key environmental and social issues, compliance challenges and recommendations for each sub-project.
The implementation period of the assignment is Six (06) months from the date of contract effectiveness.

The Ministry of Water and Environment (MWE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for the firm’s capability and experience are:
The short listing criteria will include:
- A minimum of Ten (10) years core business as a consultant in undertaking Environmental and social studies or reviews, Environmental and Social Audit and RAP implementation.
- Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability.
- Specific experience of at least three (3) assignments similar in nature, type, scope in the areas Environmental and social audits and RAP implementation reviews completed in the last 5 years.
- Experience in similar conditions with at least two projects in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa
- Presence of appropriate skills among staff for the following positions; Environmental Management, Social Development, Occupational Health and Safety Management, Environment and Natural Resource Management and Engineering. (Please do not submit CVs and bio data of experts).
To avoid conflict of interest, the eligible firm should not have been engaged in undertaking of ESIAs, RAPs, SPPs, Stakeholder engagement, environment and social risk management activities under IWMDP.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank procurement regulation July 2016 revised November 2017, July 2018 and November 2020.
Expressions of interest (One original plus two copies) must be delivered in a written form to the address below (in person) by 2nd November, 2023 at 11:00 a.m.
The packages must be clearly marked “Expression of interest for Consultancy Services for undertaking an Environmental and Social Audit for the Integrated Water Management and Development Project (IWMDP)”.
