Major Responsibilities:

Reporting to the Manager of Strategic Planning and Policy, the Policy & Program Advisor is critical to the development of new policies, guidelines, and standards related to the construction and operation of sanitary, stormwater, and water supply infrastructure. The Policy & Program Advisor will also support and undertake studies to inform policy direction and guide infrastructure planning.

Specific responsibilities of the Policy & Program Advisor are as follows:

  • Reviews and provides comments on behalf of Toronto Water on policies and programs being developed by other Divisions and external agencies.
  • Develops and drafts new procedures, guidelines, technical standards, and  policies, and to support and improve water infrastructure asset management, capital programming, and service delivery.
  • Identifies and develops options for policies, practices, performance measures and program directions.
  • Conducts research on best practices, legislation, applicable policies and practices, operational issues/impacts, and other research initiatives to support decision-making.
  • Initiates, supports, co-ordinates and leads multi-disciplinary, collaborative technical studies and projects.
  • Reviews and comments on engineering and scientific reports, guidelines, policies and regulations.
  • Effectively gathers relevant information and performs analyses of data..
  • Develops solutions by working collaboratively with staff, consultants and contractors.
  • Completes work-planning exercises to plan initiatives, determine resource requirements and schedules to develop and implement policies and projects.
  • Ensures programs policies and procedures are consistent with Council policy and relevant provincial and federal legislation.
  • Coordinates and develops environmental policies, by-laws and programs and compiles comprehensive written reports/recommendations for submission to Council committees.
  • Draft responses and provide guidance in the development of briefs, policy documents and other material as required.
  • Prepares and makes presentations as necessary to senior staff, elected officials and the public.
  • Undertakes community consultations, represents the City at public meetings and directs such meetings and workshops for the purpose of program and policy development.
  • Represents Toronto Water on internal and external committees.
  • Supports on Environmental Assessment and Planning Studies.
  • Deals with confidential and sensitive information affecting Toronto Water operations, assets and resources.
  • Leads tasks to map out improvements to current approaches, develops operating procedures, and guides implementation.

Key  Qualifications:

  1. Post-secondary education in a relevant discipline (public policy, public administration, engineering, planning, environmental sciences) or equivalent combination of education and experience.
  2. Substantial experience in public policy development in the public sector or equivalent.
  3. Experience in delivering multi-stakeholder projects and programs.
  4. Proficient in preparing documents, technical reports, briefing notes, and reports for Council and external agencies.
  5. Strong qualitative and quantitative research skills.
  6. Experience in analysis, project management, and completing projects on schedule and budget.
  7. Excellent written and verbal communication, and presentation skills.
  8. Highly developed interpersonal skills for effective collaboration with employees, City divisions, external agencies, and the community.
  9. Knowledge of City by-laws and policies related to growth management, planning, as well as water, wastewater and stormwater management.
  10. Familiarity with Federal and Provincial regulations, including but not limited to the Environmental Assessment Act, Ontario Water Resources Act, Environmental Protection Act, Federal Fisheries Act, Clean Water Act, Safe Drinking Water Act, Water Opportunities and Conservation Act, and the Planning Act.
  11. Experience in the areas including water infrastructure management, growth planning, growth servicing, land development, climate change adaptation and mitigation, stormwater management is a strong asset for this position.
