Context

The Middle East Support Office (MESO) is the HQ office of MSF Switzerland in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East and beyond. The office is currently supporting Iraq, Lebanon, Yemen, Sudan and Iran and looking at opening up the support to other operations globally.

MESO joins other MSF structures already present in the region, including OCBA, OCP and OCA in Jordan. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.

The Middle East Support Office (MESO)’s activities are divided between its three main objectives:

Objective 1: Operational analysis, negotiation and advocacy

• Analysis/Negotiation: Increased knowledge and understanding of the medical/humanitarian environment in the region

• Advocacy: Increased engagement and impact on operational advocacy priorities at regional level

Objective 2: Global workforce and Organizational learning development

• Staff capacity: Development of skills and capacity of MSF staff in the Middle East is promoted through mobility and access to learning resources

• Organizational learning: Increase organization learning by gathering, analysing and sharing knowledge and experiences

Objective 3: Direct Operational support

• Direct support: Technical and Operational support is provided to missions in the Middle East in specific areas or dossiers

• Ops continuity: Continuity of activities in the field is ensured through detachment of MESO staff to the missions

• Tools: Operational tools are adapted, implemented and shared among the missions

Objectives of the position & scope of responsibilities

The RTS WatSan is a new position to ensure adequate support to the missions in providing strategical technical support to implement MSF Standard, basics and alternative solutions for water and sanitation in the projects, conducting assessments in the countries of the region, providing recommendations and support as well as developing network and knowledge of local actors, companies, and markets in Middle-East.

The RTS Watsan is:

  • Focal point and strategic implementer of the Planetary Health Wash components. This will aim to strengthen and speed up the decarbonization initiatives in the region.
  • Provide a specialised supports to the MSF projects including pilot wash projects, such as the STU (Sewar treatment unit), the sterilization machines (Steriplus), the high temperature incinerators, expired drugs, etc.
  • Support the EPREP in all missions, as well as preparing emergency responses wash strategies.
  • Enhance and empower the capacity building of the wash team national staff and accompany the stepping stone IMS. Under his support, all Country Specifics Wash Policies will be updated and effectives.
  • Facilitate regional dynamics by identifying suppliers and contractors in the region, promoting local cooperation and partnerships, and maintaining a dynamic analysis of purchasing and technical services opportunities.

Specific Objectives for the position:

To provide local technical support through a set of regional resources articulated around the following axes:

  • Innovations and Planetary Health: The RTS promotes innovative techniques in the technical fields of reducing our carbon footpring and promote alternative solutions.
  • Regional capacity: The RTS works to facilitate regional dynamics. He/she oversees identifying suppliers and contractors in the region, promoting local cooperation and partnerships, and maintaining a dynamic analysis of purchasing and technical services opportunities. He/she plays a particularly important role in the technical support of local purchases (validation of products + suppliers; technical advice, technical support for the management of calls for tender, etc.) with service providers in medical equipment maintenance; design office services; waste treatment, etc…
  • Human capacities reinforcement: The RTS participates in the training and acquisition of technical practices and skills in the region’s Logistics HR. He/she contributes to the development and completion of skills and competencies in his/her field of specialization and transmits them to the field Logistics teams. In this way, he/she participates in the autonomy of logisticians and their positive evolution towards increasing responsibilities.
  • Gap-filling: The RTS is part of the mechanism for short and rapid replacement of Logistics positions, whose absence causes a proven risk of discontinuity of support to operations. The RTS is not intended to replace a position that is not open in the mission’s organization chart. The RTS can participate in an emergency opening but should be replaced as soon as possible in order to avoid substituting a field position and to keep this intervention limited in time.
  • Quality standards: He/she facilitates the access to knowledge management tools and promotes the quality standards as described in the Logistics Basics. The RTS participates in the implementation of the Logistics Basics and assists the Logistics coordinators in their implementation.
  • Representation: He/she represents MSF to inter-agency technical platforms in the region (e.g. WASH cluster)
  • Emergency response: He/she is part of the red organization chart of missions in the region and participates in the rapid response to emergencies when needed.
  • Regional specialist resources: The RTS leads pools of field specialists and provides technical support for recruitment.
  • Assisting in the contextualization of the adaptable part of the MSF Logistics norms & standards, he/she supports the RLO in the strategic integration of regional specificities (e.g. technical legislations, specific constraints, local norms, etc.)
  • Diversity and inclusion: Due to open recruitments in the regions, the RTS function allows for greater representation of our global work force in these regional positions.

As a regional technical support for MESO, you will be the first line of technical support for MSF Switzerland’s country coordination in the region and as such you will be the first line of response to questions from MSF Switzerland coordinators and field.

Your mission will be to ensure compliance with MSF policies, guidelines and procedures for WatSan and participate to ensuring the implementation of the Basics.

Main Responsibilities:

• Carries out planned visits according to the terms of reference established by the Logistics Coordinator of the requesting country in the countries of his/her geographical area.

• Centralizes requests for technical support and answers questions from the Logistics Coordinators and/or Medical Coordinators in his/her geographical area,

• Calls on the support of the Technical Referent at headquarters if the required skills or the level of technical validation requires it,

• Participates in the preparation of the RTR visit and specialized flying schedules and proposes any changes to the initial schedule according to operational needs. The final validation of the schedules and/or their modifications will be ensured by the Logistics Coordinator of the host country in conjunction with the Technical Referent,

• Is available to intervene in the framework of emergency programs in its geographical area,

• Participates in the definition of programmatic prevention activities relating to his/her specialty in collaboration with the operational unit and the technical referents at headquarters who oversee the global WatSan strategy,

• Contributes to the definition of policies relating to his/her specialty in conjunction with his/her head office technical referent via his/her feedback,

• Contributes to ensuring cohesion in MSF’s WatSan policy by participating in WatSan team meetings with the head office referents.

• Participates in the R&D of equipment and/or practices in his/her specialty through participation in test campaigns and through feedback on projects in his/her geographical area.

• Analyses the components of his/her activity for all the missions in his/her geographical area at least twice a year for the POA and MYR,

• Writes visit reports and an annual activity report.

• Responds to ad hoc missions at the request of the Logistics Coordinators of the countries in his/her geographical area,

• Participates in the recruitment of national technicians,

• Contributes to the ongoing training of the teams,

• Assesses the technical level of specialists (national and international), contributes to the definition of training courses, and proposes ad hoc training,

• Validates service providers and product/supplier combinations, calling on the head office Technical Referent if the required skills make this necessary,

• Advises and supports the logistics coordinators in their technical decision-making.

Contract

  • Full-time position 100%
  • Commitment to 3-years term, renewable once and maximum 6 years assignment (mandated position)
  • Position based in Amman with regular visits to the field (40-50% of the time in the field)

  • Gross monthly salary: JOD 3000 (+ seniority in MSF) according to the internal regulations and salary grid of MSF in Amman

Job requirements

Requirements

Education:

  • Hydraulic engineer, or Civil engineer with a specialization in hydraulics or sanitation, or Hydrogeological engineer, or Master’s degree or environmental engineering, or Senior technician in the water and/or sanitation sector, or Licence GeMEAU (Water Management and Control)

Experience:

  • Experience in various fields in an international NGO is required
  • Experience with MSF will be taken into account
  • Experience in vector control is a plus
  • At least 4 years of professional experience in his/her field (including 1 in a coordination role) is required
  • Mastery of project management and knowledge of management and training

Technical competences:

  • Good command of project management and training-related knowledge
  • Computer Literacy (MS Office)
  • Hydraulic simulation software knowledge and experience
  • Hydraulic and civil engineering theoretical knowledge
  • Experience in complex technical project construction management
  • Hazardous medical waste management, and environmental diploma is a plus
  • Water quality and field laboratory water analysis experience
  • A Training preparation and realization experience is needed, specifically on complex technical training

Personal competences and qualities:

  • Good adaptability and organizational skills.
  • Ability to cooperate, rigor, analytical skills and synthesis
  • Good interpersonal skills, sense of dialogue and ability to listen
  • Ability to use different IT tools

Languages:
