The Mekong Regional Water Governance Program

Oxfam’s Regional Water Governance Program in Asia has multiple projects that contribute to sustainable development of water resources in key river basins, in South Asia, Mekong and the Salween basins. The Mekong Regional Water Governance Program aims to have more inclusive, equitable water governance that reduces the impact of climate change and increases social accountability to citizens in the Greater Mekong Basin. The program envisions that communities living along the Mekong and Salween River basins are able to realise their right to sustainable livelihoods. Currently, there are multiple regional projects implementing under the program, including:

  1. Mekong Inclusion Project phase 2 (June 2020-June 2024) with possible extension to April 2025
  2. Strengthening Climate Resilience in the Mekong Sub-region (March 2022-June 2025)
  3. Water Governance Project

The Mekong Inclusion Project Phase-II (IP2) works with vulnerable communities and civil society in Laos, Cambodia, Myanmar, Vietnam, and Thailand and at the subregional level to ensure continued access to essential river resources for their livelihoods, health, and well-being. The aim of IP2 is to ensure target government and private sector actors at the national and regional levels engage with and include the perspectives of civil society in hydro-power and Renewable Energy (RE) policies and plans. The project supports Civil Society Actors (CSA) in each country and at the regional level in terms of organizational and technical capacity to engage in dialogue with and influence decision and policy-making bodies. The project is co-funded by the Australian Department of Foreign Affairs and Trade (DFAT) and The Swiss Agency for Development and Cooperation. The IP2 is organized under three outcomes:

  • Outcome 1: Social Inclusion, Gender Equity and Women’s Leadership: Women leaders and representatives of marginalised social groups are playing leadership roles in influencing national and regional state and non-state actors in Water Resource Governance (WRG) and energy policy and planning processes.
  • Outcome 2: Civil Society Engagement and Networking: Riverine communities and civil society actors are engaging with and influencing national and regional WRG and RE policy and planning processes and promoting the interests and rights of vulnerable social groups.
  • Outcome 3: Government and the Private Sector: Target government and private sector actors at the national and regional levels increasingly comply with international standards and best practice: and engage with and include the perspectives of civil society in hydropower and RE policies and plans.

Strengthening Climate Resilience in the Mekong Sub-region (SCR) is a new project that seeks to strengthen the resilience of communities living along the Mekong River and tributaries to the impacts of climate change. This is a 3.5 years project with potential for extension to June 2027, supported by the Australian Government through the Department of Foreign Affairs and Trade (DFAT). The project has three key domains of change:

  • Increased capacity of target riverine communities to implement inclusive Climate Change Adaptation (CCA)/Disaster Risk Management (DRM)
  • Increased capacity of local authorities to support communities to manage climate related hazard
  • Increased availability of useful hydro-meteorological data to riverine communities and Disaster Risk Management authorities

The project seeks to empower riverine communities in the lower Mekong basin with reduced vulnerability to the impact of disaster and climate risk.

Job Purpose

The Mekong Regional Water Governance Program identifies the need for a technical consultant to provide support to core team members of the Project Management Unit (PMU) in the delivery of the current priorities. The assignment is proposed for 45 days over 12 months with a Technical Advisor who is specialised in Water Resources Governance, Environmental Management, and Multi-Stakeholder engagement in the core policy areas related to water governance and renewable energy approaches.  

This arrangement is to cover the following key priorities of the Mekong Water Governance Program:

  1. Engagement with Mekong River Commission (MRC) re “Mekong Fund”.

Task: Assess the proposed Mekong Fund to look at how Oxfam and partners could work with and engage with MRC to ensure maximum benefit to the most vulnerable communities and how the planned feasibility study can consider community-based organization/network’s voices.

  1. MRC-LMC Water Centre’s Joint Study has completed its 1st Phase and is moving to 2nd phase on the development of an Adaptation Strategy.

Task: Find possible engagement channels and facilitate spaces where community voices can be included, and for MRC to consider supporting meaningful consultation with riverine communities in the MRC development of its adaptation strategy.

  1. Trends in Renewable Energy in the context of Net-Zero and Water Governance in the Mekong Region.

Task: In conjunction with senior managers of the program, the technical consultant will play key role in identifying and convening Technical Sessions for respective program teams and partners – to build their technical know-how in regard to renewable energy.  These technical sessions are expected to be organized every quarter. The sessions will follow a structured format, include a highly participatory approach and be supported by high quality resource materials.

  1. With the SCR team develop strategies and approaches to improve hydro & meteorological data for Mekong riverine communities to increase accessibility and utility of data to strengthen resilience

The technical advisor will:

  • Provide technical advice on identifying/interpreting inclusively improved hydro-meteorological data approaches/pathways and/or models that improve data access and utility for riverine communities.
  • Provide technical advice and peer support to the technical climate resilience coordinator to extend his/her knowledge on actionable data as well as linking up with dialogues spaces to meaningfully influence early warning data and information to communities.

Timeline

The consultant is expected to engage for a maximum of 45 working days over the period from November 2023 to October 2024.  An average of up to 4 working days per month is expected; however, the nature of engagement will be guided by emerging program needs, and this will be discussed and agreed in advance with the consultant.

Job Requirements

Experiences

  • At least 15 years international experience in natural resources management particularly water governance in the Mekong, climate change, renewable energy.
  • Demonstrated skills and expertise in multi-stakeholders’ engagement and policy dialogues in the Mekong context are preferred.
  • Proven management coaching skills.
  • An understanding of gender equality, disability, and social inclusion issues, and experiences in applying gender analysis, in planning and programmatic approaches.
  • Proven record of policy review, in the context of Mekong Region is preferred.
