Project Description

The purpose of the five-year USAID Climate Resilient (CR) Water, Sanitation and Hygiene (WASH) Activity is to support accelerated access to inclusive and resilient WASH services targeting lowlands areas.

The Activity will be based in Ethiopia and target the lowland areas of Afar, Oromia, Somali, and Southern Nations, Nationalities and Peoples Region (SNNPR).

The Activity will work to fulfill this purpose through four complementary intermediate results:

  1. Professionalize and expand climate-resilient water services;
  2. Increase sustainable access to and use of sanitation and hygiene products and services, including for menstrual health and hygiene;
  3. Improve gender power dynamics;
  4. Strengthen the enabling environment for climate-resilient water and sanitation services.

Position Description

RTI is seeking an Enabling Environment Advisor in Ethiopia for the recently awarded USAID CR WASH Activity in Ethiopia. The Enabling Environment Advisor will be responsible for improving data use and management, increasing coordination between humanitarian and development actors, and inclusively accelerating needed policy reforms to reflect pastoralist context.

The Enabling Environment Advisor will be based in Addis Ababa, Ethiopia and report to the Chief of Party (COP).  
Responsibilities

  • Improve and expand the use of data throughout the programs cycle.
  • Strengthen government information systems by promoting the systemic use of data in decision making and updating critical indicators.
  • Support regional databases by supporting the integration of detailed asset management data.
  • Contribute to better alignment of humanitarian assistance and development efforts throughout the program cycle.
  • Lead project activities that support policy reforms to reflect pastoralist context, including through use of project generated learnings and evidence.
  • Support a learning approach for program activities – capturing, synthesizing and sharing objective learnings with internal and external audiences. 
  • Ensure project activities apply a Do Not Harm approach in implementation and that considerations for women, youth and other marginalized groups are integrated throughout all project activities.
  • Lead preparation and support delivery of high-quality technical reports and other contract deliverables, including quarterly, annual, and other performance reports as requested.

Qualifications

  • Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
  • 5 years of professional experience relating to public policy, policy reform and design, and/or public administration.
  • Experience with working with national, provincial, and district/ woreda level governments on improving data management systems.
  • Experience working in Ethiopia, preferably in the Lowlands, pastoral areas, and/or areas prone to environmental shocks and stressors.
  • Experience working on international donor-funded projects preferred.

Knowledge, Skills, and Abilities

  • Exceptional writing and communications skills in English; proficiency in one or more local languages strongly preferred.
  • Ability to travel and work throughout the lowlands of Ethiopia.
