Job Description:

PURPOSE OF POSITION:

The Water scarcity officer will be responsible for project implementation.  The individual will be responsible for providing day to day technical support and overseeing activity implementation in Ninewa – Hatra villages. The post holder will liaise and works closely with stakeholders including government, private sector and community members to implement project interventions. S/he will also be responsible for activity delivery and day-to-day management of community mobilizers. The project officer will be responsible to visit the site based on manager request, and weekly base in order to follow up the ongoing activities, providing the support to the team and the beneficiaries.

MAJOR RESPONSIBILITIES:

Quality Project Implementation

  • Supervision, implementing and monitoring of the field activities.
  • Promote the scale-up of collective anticipatory action efforts.
  • Provide technical support to collective pilots/inter-agency efforts.
  • Generate evidence on anticipatory action and disseminate lessons learned.
  • Further the intellectual underpinning of anticipatory action, including guidance on definitions and standards.
  • Promote synergies with global initiatives to support country needs.
  • Ensure quality implementation of project models in accordance with the project proposal and sector/cluster guidelines.
  • Work closely with the other partners and coordinator to mitigate the project management and implementation.
  • Carry out the daily field activities including but not limited to household assessment supervision, beneficiary selection, FGDs with communities, vendor selection and contracting, etc.
  • In collaboration with the Technical advisory support and the PM- Support WVI Iraq in-country coordination of the development of anticipatory action approaches, planning, implementation, M&E and training.
  • Advance humanitarian and development policy – Support integration of anticipatory action perspectives and issues into development and humanitarian decision-making.
  • Training and learning – Support a repository of standards, guidelines, tools and relevant training materials, and facilitating their dissemination among partners.
  • Advocacy – Raise awareness about the importance of integrating anticipatory action in humanitarian response (specifically risk analysis, risk monitoring, forecasts, early action planning, readiness, delivery, training and financing) to different audiences from WVI and to local levels.
  • Liaise with beneficiary community and local authorities in the selection of project sites as per requirement of the project design.
  • Support in Undertake capacity building of the various groups involved in the project.
  • Assist in identification and registration of beneficiaries for the project pre- defined activities.
  • Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards.
  • Provide training to community mobilizers on water conservation, safe water handling awareness raising and community engagement.
  • Design and develop of IEC materials for awareness raising campaigns on water scarcity.
  • Facilitate workshops and meetings during the development of Anticipatory Action approaches.
  • Support Identifying necessary humanitarian interventions in response to water scarcity.
  • Identifying the technical constraints associated with the implementation of the projects.
  • Promoting and taking part in the evaluation of the impact of the project.
  • Promoting and contributing to learning and improvement of quality implementation (internal evaluation)

Coordination and Capacity Building of Beneficiaries:

  • Coordination and networking – Facilitate partnerships and dialogue at regional and national levels and promoting collaboration between the WV Iraq/AA groups, government, humanitarian and development communities.
  • Coordinate and engage in joint advocacy and resource mobilization for anticipatory action.
  • Attending water scarcity meeting and workshops.
  • Coordination with local authorities to provide capacity building training on AA project.
  • Coordinate integration of livelihoods project activities with other sectors’ work and ensure the adequate integration of cross-cutting themes (gender, disability, etc.)
  • Actively participate in the preparation, conduct and supervision of monitoring and evaluation activities and need assessment surveys within the implementation areas.
  • Develop and establish better linkages and collaboration with local NGOs, Government departments and other stakeholders in the area to get useful information for improved AA management implementation.

Monitoring and Reporting

  • Regularly track project activities in coordination with MEAL
  • Submit weekly/monthly report to the project manager/coordinator.
  • Track and report against core quality benchmarks for anticipatory action and disaster risk reduction.
  • Based on the donor requirement, support project manager/coordinator to submit required donor report
  • Document and submit timely financial reports, field reports, and periodic progress reports on project activities to immediate supervisor following required reporting guidelines.

Planning and Budgeting

  • Support project manager to administer project budget to ensure accurate and timely budget spending.
  • Follow up and coordination with other departments e.g. Procurement, Security, Finance, Fleet, PDQA etc.

Perform other duties as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Three (3) years of experience working experience in water scarcity, WASH, and anticipatory action plans, Field experience working with communities and liaising with government departments Higher education – Bachelor’s degree in relevant subject (Civil / Environmental Engineering). 

Proven ability to develop and communicate a common vision among diverse partners Excellent organizational, analytical and report writing Strong interpersonal skills Proven ability to manage stakeholders Fluency in Arabic, English and Kurdish languages Knowledge of the displaced population profile in Ninewa. Practice in community development

Training experience Experience of communicating with Government, Non-Government, organizations and other related area stakeholders.                 Demonstrated experience in WASH is preferred. Demonstrated experience in disaster management and risk reduction is preferred.

Language Requirements

  • Fluency in English and Arabic languages

Travel and/or Work Environment Requirement

  • The position is based in Ninewa
  • The position requires ability and willingness to travel domestically up to 80% of the time.  
  • Be prepared to travel to implementation sites and regional, global meetings as required.
  • The position is preferred to be in Ninewa
