Division of Water Resources (DWR):
State Engineer’s Office
Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources
The Water Information unit exists to both direct and provide the technical support for the Colorado Decision Support System, which is the system of data, tools, and processes used to collect, report, analyze, and model Colorado water data. The data includes; tabular data in HydroBase, such as water rights, diversion records, streamflow data, groundwater level data, well permit data, well metering data, etc.; engineered surface and groundwater flow models; electronic content (documents / spreadsheets / photographs / etc.); information workflow tools and processes; and, GIS data.
The work unit either manages or provides leadership to established, interdivision subject matter expert teams, other departments, federal agencies and public information groups regarding what data is available, how that information is used and how to access the information for a number of different purposes ranging from simple public interest to sophisticated modeling and data collaboration routines. The group is responsible for identifying application development needs and liaising with OIT staff and/or outside contractors to obtain the required development.
Description of Job
OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
The purpose of this position is to serve as the State’s Leading Authority on water data and information, which is the foundation of the Colorado Decision Support System. It is routinely relied upon to guide and direct the development of program guidelines by the division, other state agencies as well as federal programs, local municipalities and quasi-governmental agencies. This position provides analysis and judgment regarding the expenditure of resources, development of program guidelines and standards for the collection, storage, reporting and use of Colorado water data. This position is relied upon by users in the
division, other state agencies, and agencies/organizations external to the State of Colorado Government. It evaluates the available software and hardware solutions and approves their use by division personnel. This position demonstrates the resourcefulness to analyze the state of the industry related to data management and using only its own judgment, create
data management models, workflow concepts, and guidelines tailored to serve the singularly unique Decision Support System environment and its many users both inside and outside the State. It is routinely relied upon to tailor existing guidelines to deal with unforeseen data needs to respond to urgent situations and emergencies.
Specific job duties include but are not limited to:
- This position interprets the needs of the State Engineer regarding the use of all aspects of technology, including: interpreting the needs of the Division based on an expert understanding of industry standards and available technology as it relates to what equipment and software to purchase and securing and managing the necessary budget required to maintain the equipment for all Division employees. As the business of water rights administration is truly unique to the State of Colorado and the Division, this position is making unprecedented evaluations of the need for custom solutions and directing their development; creating protocols, guidelines, and directives for the collection, management, and reporting of data associated with three water rights related data types (tabulated data, spatial GIS information, and electronic content (documents).
- Decide what tools (smart phones, laptops, desk tops, etc.) are most efficient for the data being managed by the various subject matter expert teams in the Division, develop a budget to support/replace those tools, and work with the Division Budget Director to secure the necessary funding..
- This position must decide what level of cooperation with the Western States Water Council and the USGS data sharing system is appropriate with the allocated resources.
- Oversee DWR staff that provide business requirement documentation to the GOIT Application Development Team in order to effectively and efficiently develop the software and database solutions required by the subject matter expert teams and division work units.
- The position also liaises with the Chief of Dam Safety, Chief of Hydrography, two Water Supply Chiefs, Chief of Hydrogeology and seven Division Engineers to provide technology and data management solutions.

Minimum Qualifications:At least five years of professional experience in an occupational field related to the work assigned to the position.
AND
A bachelor’s degree from an accredited institution in a field of study related to the work assignment.
OR
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.
(Experience related to database design & SQL, experience developing software for natural resources applications, and experience using Colorado Decision Support System (CDSS) &/or DWR applications would count towards appropriate experience.)

- Hybrid schedule – working from a home office in combination with occasional travel to the Denver or other Division offices throughout Colorado as needed to complete assigned projects and tasks.
