Objective and Purpose of the Assignment
The Asian Development Bank (ADB) is implementing knowledge and support technical assistance (TA) to
support its developing member countries (DMCs) expand action on climate change, thereby supporting the
implementation of ADB’s Strategy 2030 operational priority 3 (OP3) on tackling climate change, building
climate and disaster resilience, and enhancing environmental sustainability. The TA 6627-REG: Building
Institutional Capacity: Delivering Climate Solutions under Operational Priority 3 of Strategy 2030 is
aimed at building institutional capacity through technical support and policy advice to DMCs to: (i)
develop long-term low-greenhouse gas (GHG) emission and resilient development strategies; (ii) mobilize,
track and report on climate finance; (iii) enhance management of climate and disaster risks; and (iv)
ensure national strategies and policies are aligned with the goals of the Paris Agreement.
The international expert will provide technical expertise and capacity building support for ongoing and
ensuing programs/projects, assessments, and policy dialogue, as needed. The expert is expected to
provide technical support to advise, in integrating climate solutions in national policies and programs
and investment projects, such as (i) identifying, developing, and designing climate mitigation
solutions; and (ii) estimating associated costs of climate measures. S/He is also required to provide
technical expertise and capacity building support for ongoing and ensuing programs/projects,
assessments, and policy dialogue, as needed.
Scope of Work
The International Climate Change Mitigation Specialist (the ‘Expert’) will support Climate Change and
Sustainable Department (CCSD) by providing technical inputs and advisory services related to climate
change mitigation for the various components of the TA, as well as for the work of the Climate Change,
Resilience, and Environment Cluster (CCRE) under CCSD. The Expert is expected to support ADB operations
in designing and developing their climate mitigation projects, where relevant.
Detailed Tasks and/or Expected Output
The Expert’s work will involve, but will not be limited to, the following tasks:
i. Advise and/or develop design policies and projects, including concepts, relevant in delivering
climate solutions for DMCs, with particular focus on identifying climate adaptation and mitigation
measures and its associated costs; enabling just transition in DMCs; long-term and strategic climate
planning; accelerating climate finance; and aligning to the Paris Agreement.
ii. Review project documents and identify entry points for mainstreaming climate change and emission
reduction measures in ADB projects, including cross-cutting climate concepts (e.g., just transition,
long-term low greenhouse gas (GHG) and climate-resilient strategies (LTSs), Paris alignment, climate
finance);
iii. Provide advisory and technical inputs in the planning and development of ADB strategic/programming
documents and country development plans and policies;
iv. Serve as resource person during consultations, dialogues, workshops and other necessary activities
with government agencies, private sector companies, civil society and other development stakeholders and
climate financier;
v. Provide inputs in discussions with relevant ADB operations departments and resident mission offices
and DMC counterparts on project development and climate initiatives and solutions at various processing
stages;
vi. Liaise and consult with international and bilateral donor agencies, and other stakeholder groups in
DMCs as needed;
vii. Coordinate with relevant staff and TA consultants of CCSD on technical and administrative
requirements relating to the TA;
viii. Review and edit reports as submitted by country experts and other consultants and knowledge
products produced under the TA; and
ix. Perform other related tasks assigned by the designated officers.
Outputs/Reporting Requirements
The assignment is for an international expert to be engaged for 66 working days on intermittent basis
over the period 15 November 2023 to 30 June 2024 and based at home office. Subject to ADB’s approval,
the Expert may use remote video technology meetings to replace face-to-face meetings as considered
necessary.
The Expert will report to the Climate Change Specialist (Climate Finance), CCSD. S/He will prepare the
deliverables indicated below in performing the tasks outlined above. All reports shall be provided in
English and formatted using ADB house-style.
Deliverables:
a. Consultant report summarizing work completed and list of comments and technical inputs provided on
project documents and TA work pertaining to delivering climate solutions to DMCs, including
documentation of workshops/meetings/activities attended, coordination with stakeholders, etc.
b. Concept notes, presentations, event agenda or discussion notes/guides on stakeholder consultation
workshops, dialogues, meetings and other relevant activities.
Minimum Qualification Requirements
The qualifications required for the expert are as follows:
• Should have an advanced degree in public policy, climate finance, economics, or in a field relevant to
climate change mitigation such as water, urban development, environment, or other related discipline.
• Must have at least 10 years of relevant professional experience related to climate change mitigation,
and at least 15 years of general working experience.
• Must have excellent familiarity and experience on emerging challenges, opportunities and issues
related to the United Nations Framework Convention on Climate Change, particularly the Paris Agreement
and the NDCs.
• Must have international experience working in development in several countries and experience in Asia
and the Pacific.
• Must have strong analytical skills, and proven track record in producing high-quality technical
reports.
• Must have excellent oral and written communication skills in English.
- Knowledge of ADB’s operations, policies and procedures, particularly country strategic programming and
dialogue processes, and the project processing cycle, would be an advantage.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
