Objective and Purpose of the Assignment

The proposed Climate-Resilient Water Services Project (CRWSP) aims to improve the public health and
economy in Fergana, Andijan, Djizzak provinces and Republic of Karakalpakstan through sustainable and
efficient delivery of water supply and sanitation (WSS) services to 100% of the regional population and
addressing a set of challenges related to climate change, environmental pollution, energy efficiency,
operation and maintenance capacity, and public-private partnership investments. These measures in turn
will strengthen the livable environment by ensuring access to affordable and reliable WSS services for
about 3.2 million residents in the project areas, particularly in two districts and three cities in
Fergana, four districts and one city in Andijan, and one district in Djizzak provinces.

The project outputs are:
Output 1: WSS infrastructure with innovative green and climate resilient features upgraded and expanded
through (i) water supply systems in two districts and three cities in Fergana province (Kuva and Tashlak
districts and cities of Fergana, Margilan and Kuvasoy) and four districts and one city in Andijan
province (Jalal-Abad, Khojaabad, Bulakbashi, and Markhamat districts, and the territory of “Yangi
Andijan City”) improved, which include a water treatment plant (WTP) in Khanabad district with a
capacity of 200,000 m3/day, 2 water distribution centers (WDCs), and new water pipeline of DN 1,400-250
(37 km of DN 1,400, 26.6 km of DN 1,200, 44 km of DN 1,000, 58 km of DN 800, 24.6 km of DN 600, 43.7 km
of DN 500 and 12.7 km of DN 250); (ii) wastewater systems in Fergana province rehabilitated and
expanded, which include new construction and rehabilitation of 50.6 km of sewerage network in Fergana
city; one wastewater treatment plant (WWTP) in Kuvasay with a capacity of 15,000 m3/day and 50.6
kilometers of sewerage network, one WWTP in the district center of Baghdad with a capacity of 5,000 m3/d
and 30 km of sewerage networks, 31.6 km of sewerage networks in the district center of Buvayda, one WWTP
in Besharik district a capacity of 10,000 m3/day and 95.2 km of sewerage networks, 55.6 km of sewerage
networks in Uchkupir district center, and 100 public toilets at strategic locations in the project area;
(iii) rehabilitation and expansion of the existing water treatment plant (WTP) “Tuyamuyun-Nukus” of
140,000 m3/day production capacity (Phase II), including the rehabilitation of water intake in Nukus
city, the construction of water trunk main Kungrad–Muynak with a length of 97 km of DN 500; and (iv)
construction of Gallaaral wastewater treatment plant with 4,000 m3/day capacity, 2 sewerage pumping
stations and 17 km sewerage networks.

Output 2: Institutional capacity of Suvtaminots strengthened through (i) strengthening the commercial
and operational capabilities of Fergana Suv Ta’minoti LLC, Andijan Suv Ta’minoti LCC, and Karakalpakstan
Suv Ta’minoti LCC through business model restructuring, initiating human resources management
improvement, and adopting and strengthening asset management and performance-oriented management
information systems, in order to conduct (a) asset audits to develop rehabilitation and replacement
plans, (b) energy audit, (c) planning for infrastructure expansion, (d) improved billing and
collections, and (e) leak detection and non-revenue water reduction; and (ii) providing technical
training programs for managers and operators at all levels in the suvtaminots to improve their technical
skills in operation and maintenance, non-revenue water management, energy saving, water quality
monitoring and information and communication technology (ICT) application.

The transaction technical assistance (TA) grant will support the recruitment of consultants to help the
government to (i) conduct a comprehensive review of the existing status of the WSS service delivery in
the proposed project areas; (ii) complete physical assessments of the existing WSS infrastructure; (iii)
propose solutions and conceptual designs; and (iv) prepare project due diligence technical analysis and
safeguard reports and loan package documentation.

Scope of Work

The international Institutional Development Specialist/ Sector Coordinator will be responsible for the
overall institutional and capacity building assessment and capacity building plan for the implementing
agencies. The expert will also closely coordinate with the national stakeholders and government entities
to ensure a smooth processing of the technical assistance and the proposed loan The expert will also
maintain coordination with international financial institutions to ensure full consistency of different
planning activities.

Detailed Tasks and/or Expected Output

The international Institutional Development Specialist/Sector Coordinator will complete the following
tasks:

(i) Review the regulatory and institutional frameworks for the Uzbekistan water supply and sanitation
(WSS) sector including sector strategies prepared and decrees and resolutions promulgated over the past
ten years. Ensure detailed and thorough comprehension of the sector’s regulatory and institutional
evolution, and the institutional opportunities and constraints currently facing the sector.
(ii) Review reports and information relating to the involved suvtaminots of Fergana, Andijan and Djizzak
provinces, and the Autonomous Region of Karakalpakstan (ARM), including institutional, technical,
financial, economic, safeguards and other relevant information. This should include a thorough review
and understanding of climate-smart transitional initiatives being introduced in UJSC and all suvtaminots.
(iii) Hold discussions with the Uzbekistan Joint Stock Company (UJSC), the involved suvtaminots, other
national, provincial, and municipal government agencies, and other entities in order to introduce the
project and solicit early feedback. Establish mechanisms to ensure close coordination throughout project
implementation.
(iv) Establish and maintain coordination with international financial institutions (IFIs) involved in
the sector, including the World Bank, Asian Infrastructure Investment Bank (AIIB), European Bank for
Reconstruction and Development (EBRD), Islamic Development Bank (IDB), and other agencies. Ensure that
project interventions align with and fully support initiatives developed through other IFI funded
projects.
(v) Maintain close, regular, and ongoing contact and liaison with senior personnel of key institutions,
including the UJSC, the four suvtaminots, other key ministries, and other national stakeholders, and
provide ongoing advice, guidance, and direction to them throughout project implementation. This is
particularly important with regard to national approvals at the various project stages, including
project due diligence and loan preparation approvals, and during the completion, review, and approval of
the national feasibility study.
(vi) Perform detailed capacity assessments of the involved suvtaminots to assess their managerial and
operational capabilities. Identify weaknesses within suvtaminot management, administration, planning and
maintenance departments. Formulate capacity development programs and initiatives to improve capacity in
areas identified as insufficient, ensuring that these programs integrate with and support ongoing
parallel capacity improvement initiatives in utility accounting, billings and collections, smart system
transition, and other improvement areas. Identify and incorporate key performance indicators into these
programs and ensure that these programs fully support successful project implementation.
(vii) Review public private partnership (PPP) initiatives being introduced or planned for the sector,
and recommend areas of potential PPP entry into the proposed project investments.
(viii) In close coordination with the team leader and deputy team leader, be the focal point for
coordination and communications between the UJSC, suvtaminots, the ADB, and other government and non-
government stakeholders throughout the duration of the project. Lead in workshops and presentations, and
in the preparation of and revisions to reports and other documents. Assist to coordinate and manage the
team in the preparation of ancillary documents as necessary, and in the completion of project readiness
activities.
(ix) Assist the team leader and deputy team leader with additional management activities including (a)
individual task management and supervision, (b) preparation of project workplans and personal assignment
schedules, (c) compliance with national norms and international standards, (d) ensuring efficient team
and counterpart personnel interactions, and (e) providing support and advice during ADB tripartite and
other missions.

Minimum Qualification Requirements

The Institutional Development Specialist/ Sector Coordinator (international, 6 person-months) must have
a university degree in an institutional, governance, technical, or related field; be specialized in
institutional development and corporate capacity building; have at least 15 years of demonstrated
expertise in the water supply and sanitation (WSS) sector, and have completed at least three relevant
ADB or IFI projects in developing countries. He/she must be competent in English (written and spoken).
Experience of working in Uzbekistan and/or other Russian-speaking neighboring countries in a relevant
position will be considered an advantage.
