The European Investment Bank (EIB) is the European Union’s bank. It works in support of EU development and economic co-operation policies by financing investment in both public and private sectors. The EIB is seeking to recruit for its Projects Directorate (PJ), Environment & Natural Resources Department (ENR) – Water Security and Resilience Division (WSR), at its regional hub for North Africa and the Near East in Cairo, a Water Engineer. This is a full time position.
The term of this contract will be 3 years based in the EIB Office in Cairo.

PURPOSE
The Water Engineer will contribute to the preparation, appraisal, and monitoring, of the technical, operational and environmental aspects of capital investment projects and programmes in accordance with EIB procedures. Operations will be predominantly in the water & wastewater sector, as well as in the broader water resources area, but the Water Engineer may occasionally need to complement teams in other sectors such as solid waste management and broader circular economy.
OPERATING NETWORK
The Water Engineer will be based in the EIB’s Regional Hub in Cairo, will functionally report to the Head of the Water Security and Resilience division, and work in close contact with the other professional staff of the Division, other PJ Departments and other Bank directorates. Operational and technical guidance will be provided by the Head of Division in Luxembourg as well as by the relevant senior team members following the Egypt and Regional portfolio, with growing responsibility over time. You will report to the Head of the Cairo Hub for administrative and institutional matters.
You will be required to travel to project locations within Egypt, potentially to other Southern Neighbourhood countries, and occasionally to headquarters in Luxembourg.
The Projects Directorate is generally responsible for the quality of the projects financed by the Bank from a technical, environmental, social and economic perspective. You will be in charge of the preparation of projects, mobilizing technical assistance where required, appraisal of projects to be approved by the Bank’s governing bodies; and mostly, the monitoring of the large projects portfolio’s implementation, including clearance of procurement procedures, all in accordance with Bank standards and requirements. You will also provide sectoral policy support and participate in related cross cutting activities as required.
ACCOUNTABILITIES
- Assist in the identification and screening of new projects that can be considered for EIB financing.
- Appraise the technical and operational viability, environmental sustainability, permitting aspects, and socio-economic issues of projects and programmes.
- Monitor the correct implementation of approved operations in line with relevant contractual requirements, including through deployment of external consultants.
- Actively advise and follow up on procurement process and other clearances required under the Finance Contract.
- Contract and manage relevant Technical Assistance reporting to the Bank.
- Follow and support the development of the broader water sector operations in Egypt and prepare briefings on key issues and strategic developments relevant for the Bank.
- Continuously update technical expertise in key areas of expertise and contribute to knowledge exchanges, sector studies, lending policy papers and other analyses in the water sector.
- Liaise with and support other Divisions and experts as required.
- Where required and in full coordination with the Head of Office, build relations in relevant area of expertise with key external parties (e.g. international financing institutions, government representatives, local authorities, other institutions, etc).
- Where required and in full coordination with the Head of Office/HQ, represent the EIB at events, for example at the regular sector meetings in country and at conferences or meetings with the EU Delegation and International Financial Institutions (IFIs), including occasionally giving presentations.
- Provide input to the preparation of sector related presentations for the Head and/or staff of the Cairo Hub.
- Participate in the general activities of the Cairo office, including internal meetings.
QUALIFICATIONS
- University degree (minimum an equivalent to a Bachelor) in a relevant Engineering or Environmental discipline (e.g. civil or chemical engineering, environmental sciences, etc) or other closely relevant fields.
- Master’s degree or equivalent would be an advantage and a multidisciplinary background an asset.
- A minimum of five, ideally eight years of relevant experience in the planning and implementation of water and wastewater projects.
- Proven knowledge and/or direct experience of the following:
- Identification and preparation, review and appraisal of water and/or wastewater management,
- Work experience in Egypt is considered an advantage,
- Procuring and managing external technical assistance (advantage),
- Experience in waste management and circular economy (advantage).
- Excellent knowledge of English and Arabic.
- Other languages are considered an advantage.
- Solid IT (standard Office tools, particularly Word, Excel, PowerPoint) and writing skills.

Although mainly operating from Cairo, the successful candidate should also be prepared to travel within the region and occasionally to headquarters in Luxembourg.
