Assignment Title: CONSULTANCY SERVICES FOR THE PREPARATION OF INTEGRATED WATER RESOURCES MANAGEMENT PLANS FOR QUEVE AND LONGA RIVER BASINS

The Government of Angola has received financing from the World Bank and French Agency for Development toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.
The Consulting Services (âthe Servicesâ) are to the Preparation of an Integrated Water Resources Management Plan for Queve and Longa River Basins. The objective of the assignment is to develop a plan which will enable the implementation of efficient, equitable and sustainable solutions for managing and developing water resources of Queve and Longa River Basins. The scope of the services includes:
- Investigation and evaluation of the current situation in the river basins
- Surface water hydrological studies
- Ground water hydrological studies
- Identification of water-related problems, deficits and conflicts as well as potentials
- Climate change projections and hydrologic impacts studies
- Definition of targets, identification of instruments and possible measures for Integrated Water Resources Management (IWRM)
- Determination of river basin water development scenarios and evaluation of measures and recommendations for action
- Preparation of an implementation plan
- Review of the legal and institutional framework in the river basins
The duration of the assignment is twenty-two (22) months. The estimated number of professional staff inputs required for the assignment, including support staff, is 80 person-months

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (âConsultantsâ) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General relevant experience (core business, years in business); Specific experience in the field of the assignment and in similar regions/condition; Technical and managerial organization of the firm. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankâs âProcurement Regulations for IPF Borrowersâ revised November 2017 and August 2018 (âProcurement Regulationsâ), setting forth the World Bankâs policy on conflict of interest
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
