Business Oregon, the state’s economic development agency, is currently hiring a permanent Water Funding Coordinator (Program Analyst 3).
Business Oregon helps communities access funding for needed drinking water and wastewater infrastructure. This position provides technical expertise in the development, operation, and evaluation of state and federal funding programs. What you will do:
- Act as a Department’s in-house expert for state and federal water project funding including the Safe Drinking Water Revolving Loan Fund, the Water/Wastewater Financing Program, and funding under the federal Bipartisan Infrastructure Law.
- Assist in the development of program guidelines, administrative rules, and program structure. Evaluate, recommend, and implement strategies to achieve program goals or meet funding requirements.
- Provide guidance to Department staff regarding program policy, project eligibility criteria, and funding application questions. Assist in planning of priority projects and reviewing proposed projects; and provide periodic training for staff on program requirements.
- Participate in the development and delivery of statewide initiatives. Includes developing policies, programs and processes that implement the agency’s mission, reduce barriers, and focus on meeting customers’ needs.
- Work with agency staff and partners to develop methods for delivering services through contracts with local or regional partners or other qualified service providers.
- Coordinate with Oregon Health Authority and the Department of Environmental Quality on the delivery of the Drinking Water Source Protection Program.
- Track congressional bills, maintain federal contacts, work with national organizations and initiatives, attend national workshops as needed, and coordinate with other state agencies and Department leadership.
- Communicate information about the U.S. Enviromental Protection Agency programs. Remain informed of developments at the national, state and local levels which affect the Department’s customers and programs, sharing all important information.

Requested Skills – the ideal candidate will possess a combination of some or all the following skills:
- Highly developed written and verbal communication skills and ability to communicate complex information in a concise and easy to understand manner.
- Public engagement. Experience with facilitating public meetings and demonstrating strong presentation and facilitation skills.
- Research and Documentation. Demonstrated ability to analyze information and interpret findings to document procedures for internal workflow and draft resources to clarify processes for external customers.
- Program and Project Evaluation. Experience evaluating program guidelines and interpreting statute and rules; and assisting external parties adhere to guidelines when undertaking a project.
- Interagency Engagement. Experience working with state or federal agencies and the ability to maintain collaborative partnerships with advisory committees, legislative committees, and other groups to meet the program goals and objectives.
- Program Promotion and Communication. Experience developing and executing promotional and communication plans to maintain positive relationships with internal and external stakeholders.

What you need to qualify:
Program Analyst 3 (Base salary range $5,144 – $7,895)
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years’ experience coordinating or administering a program
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

The Economic Development Division (EDD) promotes business and economic development opportunities by removing barriers to business growth and job creation/retention. The EDD services include assisting Oregon businesses and communities to access State incentive programs for public and private sectors. Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs. This will mirror the bargained SEIU and AFSCME PERS process.
