Overview:

The Capital Engineering Manager in the Pipelines Project Delivery Unit is responsible for the delivery of complex capital pipeline projects. This position manages a unit comprised primarily of senior, associate, and assistant engineers who plan, design, and provide engineering support during construction for capital pipeline projects. The successful candidate is a licensed civil engineer in the state of California with management experience and design/construction experience for complex capital projects, including pipeline project delivery. The key responsibilities include: 1) plan, direct, coordinate and review the work of staff; 2) train and mentor staff to develop both their technical and leadership strengths in capital project delivery; 3) delegate supervisorial duties to appropriate staff to develop their leadership capabilities; 4) direct the development, negotiation, and administration of consultant agreements; 5) develop and administer the unit’s annual budget; 6) serve as the liaison with other units, groups, and outside agencies.

Key Responsibilities include, but are not limited to:

• Responsible charge and overall management of the preparation of engineering studies, reports, designs, and contract documents for compliance with engineering standards and principles; stamps and signs pipeline engineering plans, profiles, details, specifications, cost estimates, and other technical documents. Perform technical reviews of projects to ensure quality control and adherence to professional codes, standards, and specifications.
• Manage and perform complex pipeline engineering planning and design related to rehabilitation, maintenance, repair, improvements, and installation of large-diameter pipelines for water facilities including pumping plants, treatment facilities, and recharge ponds to meet regulatory and code requirements.
• Plan, manage, and serve in a management and supervisory role for pipeline engineering projects through all phases including planning, design, construction, and close-out; supervise and participate in project control including schedule, budget, change management, project variances, and close-out; participate in project review meetings.
• Manage and provide pipeline engineering support during construction including reviewing and approving submittals, requests for information, change orders, and field inspections for conformance and compliance to contract documents.
• Exercise full supervision and management of assigned staff, coach, mentor, and train employees in the field of Pipeline Engineering.

Ideal Experience:

• Five (5) years of professional capital project management experience, including two (2) years of direct supervisory experience.
• Extensive experience spanning across planning, design, permitting, and construction, including five years delivering capital projects with both mechanical and civil engineering components, including large pump and large diameter pipeline engineering.
• Experience with development, negotiation, and administration of consultant agreements.
• Experience developing and administering an annual budget.

• Deliver complex, technical, and sensitive capital projects in an independent and cooperative manner.
• Drive issues forward and deliver projects to completion.
• Lead and mentor staff who manage the planning, design, construction, installation, and inspection of capital projects.
• Ability to lead and mentor staff who conduct complex capital projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
• Organize and prioritize a variety of capital projects and multiple tasks in an effective and timely manner and assign staff resources to meet target completion dates.
• Balance technical work with administrative duties such as budgeting, developing staff work plans, reporting, etc., and manage a multi-disciplinary team.

Ideal Knowledge:

• Knowledge of pipeline design and repair, and pipeline design standards.
• Principles, practices, concepts, and standards of capital project management as applied to the planning, design, cost estimating, Construction, installation, and inspection of a wide variety of facilities and infrastructure.
• Principles and practices of capital project budget development and administration, contract negotiation and management, and sound financial management policies and procedures.
• Pertinent federal, state, and local laws, codes, and regulations with specific emphasis on water treatment, storage, pipeline, pump, and related infrastructure design.
• Practices of researching capital project issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports.

Ideal Training and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or mechanical engineering, or a related field

Required License or Certificate

• Possession of, or ability to obtain, an appropriate, valid California driver’s license. Individuals who do not meet the driver’s license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

• Possession of a Professional Engineering License in Civil or Mechanical Engineering issued by the California Board for Professional Engineers.

Pipelines Project Delivery Unit (Position Code 561)
