Why does the job exist?
This is a senior civil engineer position to provide engineering and regulatory support to the Dam Safety Bureau with the Office of the State Engineer. The person in this position will inspect dams, review design reports, construction plans and specifications for proposed new and modifications to existing dams, administer permits, and perform/review engineering analyses related to hydrologic, hydraulic, geotechnical, structural engineering, and other technical work. The person in this position will also help manage publicly funded capital projects that are assigned to the bureau for administration to ensure that public funds are applied appropriately. Tasks may also include performing risk assessment of dams and assisting the bureau with special projects and policy development.
How does it get done?
The Dam Safety Engineer will have the following key responsibilities –
1. Dam Inspections: Perform inspection of assigned dams to assess condition and compliance with regulatory requirements. Identify deficiencies and corrective actions to be taken by the dam owners and their engineers.
2. Engineering Review and Analysis: Review technical documentation and perform, if needed, independent engineering analyses for dams to ensure compliance with the OSE Rules and Regulations. Engineering analyses may involve hydrologic, hydraulic, structural, geological, and geotechnical engineering. Review comments are documented and communicated with the dam owner and project engineer to ensure the final design and construction meet the regulatory requirements and the current state of practice.
3. Permit Development & Writing: Write permit documents with applicable conditions for applications to construct new dams or alterations to existing dams, applications to extend permit period, applications to change dam ownership, etc.
4. Regulatory Compliance: Review Emergency Action Plans, Operation and Maintenance Manuals, Breach Analyses, and other documents to ensure compliance with the OSE Rules and Regulations. Written review comments to plans and manuals are documented and shared with the dam owners to ensure that the documents meet regulatory and community needs.
5. Project Management: Review documentation submitted by capital outlay grantees to ensure compliance with grant conditions and procurement process. Review invoices for reimbursement and prepare quarterly progress updates.
6. Technical Assistance to Dam Owners: Work in this category includes providing assistance in preparation of Emergency Action Plans, Operations and Maintenance manuals, documentation for permit applications, and other work that can assist dam owners to maintain compliance with state regulations. Work may also include education/outreach activities.
7. Special Projects and Policy Development: Lead efforts in refining/updating existing guidance documents and developing new ones to enhance processes at the bureau including prioritization of dams for regulatory purposes and updating regulations. This task may involve risk analysis and assessments among others.
Who are the customers?
Primary customers are dam owners and engineers working on dams that are under the jurisdiction of the Office of the State Engineer. Others may include various local, state, and federal agencies, and public at large.
Ideal Candidate
The ideal candidate for the Dam Safety Engineer will have an undergraduate or graduate degree in civil engineering with a focus on hydrology and hydraulic engineering, geotechnical engineering, structural engineering or a closely related sub-specialty and will have experience with the following:
– Engineering investigations and analyses in dam engineering related areas including hydrology, hydraulics, geotechnical, and structural engineering
– Design, construction, and safety evaluation of dams
– Risk Informed Decision Making (RIDM) concepts including potential failure modes analysis (PFMA) and risk assessment
– Dam safety inspection and preparation of inspection reports
– Competency in technical writing
– Ability to deal with difficult people in adversarial situations
– Ability to manage multiple projects
Minimum Qualification
Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and six (6) years of engineering experience, two (2) of which must be as a Licensed Professional Engineer. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.

Employment Requirements
This position must drive a State Vehicle, have a valid NM Driver’s License and current defensive driving certification. This position also requires registration as a Professional Engineer by the New Mexico Board of Licensure for Professional Engineers and Professional Surveyors.
Working Conditions
This position will work in an office setting and in the field. Office setting may cause exposure to extensive personal computer and telephone usage as well as extended periods of sitting. Travel is required for field work with exposure to inclement weather, biting insects, and snakes. This position may at times work in adverse weather conditions. Evening and weekend work may be required. Applicant will be required to interact with the public.
