The overall objective of the institutional consultant’s assignment is to provide required expertise for: (i) the provision of implementation support to Recipient-executed activities; (ii) advisory and analytical services to support sector reforms and sector coordination.
To achieve the above objectives, the scope of work will consist of, but is not limited to, the following main tasks:
T1: Technical Assistance to AKUM for the implementation of restructuring reform for two selected regional water utilities following the approach of the UOF, and ToRs for prioritized activities.
T2: Methodology and tool for preparation of the business plans for regional water utilities. Business plan for two regional water utilities in close collaboration with AKUM and ERRU.
T3: Upgraded AKUM institutional manual of procedures. Technical Assistance to AKUM to successfully implement the requirements in its new role, as representer of 51 % of the shares in the newly established RWU. Category

ASSIGNMENT DESCRIPTION
The overall objective of the assignment is to provide required expertise to support the World Bank (WB) to provide Technical Assistance to the Government of Albania, for the improvement of water and sanitation utilities.
Scope of work
Specific objectives of the support to be provided to the World Bank include:
· Support to the WB provide TA to AKUM in the restructuring of two selected regional water utilities following the UOF (Utilities of the Future) approach.
· Support to the WB to provide TA to ERRU to develop a methodology & tool to prepare business plans for RWU and technical inputs to develop two pilot business plans.
· Support to the WB to provide TA to AKUM and inform the new role of representing the GoA as the major shareholder in the RWU.
2. Qualifications
The assignment requires a firm which can demonstrate a minimum of 10 years of general consulting experience. The firm’s specific experience should include the following:
· Institutional strengthening support to water supply and sanitation utilities, including development of long-term and business plans.
· Specific experience in Albania and countries in the Western Balkans region will be considered an advantage.
3. Submission requirements
Interested firms are hereby invited to submit expressions of interest, which should be strictly limited to 25 pages. Firms may associate in the form of a joint venture or sub-consultancy to enhance their qualifications. All submissions must include the following:
1. Firm’s experience – The firm should clearly demonstrate its qualifications to perform the services, including description of similar assignments, experience in similar conditions, and general qualifications of staff.
2. Methodology – Briefly explain the approach the firm will take to undertake the proposed assignment, including a tentative outline of a business plan
The short-list criteria are:
1. Experience in Institutional strengthening support to water supply and sanitation utilities
2. Experience with the development of long-term strategies and business plans.
3. Approach and methodology for completing the assignment.
Regarding their prior experience, consultants should provide information such as their roles in executing the services, whether as a sole provider or a partner in a joint venture, indicating percentage by value of its share of services provided and provide details of scope of services of each assignment to demonstrate suitability for this assignment.

SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.

NOTES
Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
