TechnoServe Project Description

Role:  Consultant for Design of Regenerative Mexican Watersheds

Location: Hermosillo, Mexico

Timing:  ~September 1 – November 30, 2023

Language:  English and Spanish

 Background and Project Purpose

TechnoServe’s corporate partner is a Fortune 500 consumer packaged goods company based in the United States. As part of its global “Regenerative Agriculture” ambition to impact 10 millions of acres of farmland and to reduce greenhouse gas emissions by an estimated 3 million tons, TechnoServe’s partner seeks to enhance watershed health in priority agricultural sourcing areas. As part of a consortium, the partner has conducted a desktop diagnostic of the watershed in northwestern Mexico that identified the following conditions and risks:

  • The agricultural sector is the primary user of the local watershed, and there are few to no alternative water sources for the region.
  • The water balance in the aquifer is highly negative, and its overuse and contamination are a growing threat despite prior public sector-led efforts to reconvert agricultural production and subsidize investment in irrigation technologies.
  • There is insufficient water waste treatment.
  • There is a lack of recent data and monitoring regarding water use related to the aquifer.

Given these conditions and their community-level implications, the corporate partner seeks the design and implementation of a collaborative intervention to improve water quality and reduce water use in the local watershed.

 TechnoServe Consultant’s Role

The Consultant will work with both the Mexico country team as well as the Strategic Initiatives team to carry-out the following activities:

  1. Conduct a socioeconomic and business assessment to complement the technical findings of the previous watershed report and describe the most significant opportunities to design appropriate regenerative transitions tailored to farmer- ecosystems and market needs
  2. Develop a participatory action plan that defines standards, best practices and activities to improve the quality and efficiency of water use of the aquifer by coalescing the community’s diverse stakeholders around the need for investment and change.

Deliverables

By the end of the three-month exercise, TechnoServe will deliver:

  1. Assessment of agro-ecosystem, socioeconomic and market context and recommendations for priority intervention lines and changes in farming practices
  2. Participatory action plan, including:
    1. Community and stakeholder engagement strategy and, if applicable, a policy proposal
    2. Implementation plan based on a theory of change, including expected results, outcomes and deliverables as well as resources needed and initial advances
    3. Definition of KPIs and a monitoring and evaluation plan
    4. Definition of partner funding levels and recommendations for a governance model
    5. Assessment of potential for additional/ complementary funding

Following the partner’s decision to allocate resources to and implement the proposed design, TechnoServe will also mobilize an internal delivery team that will include field operations and a centralized management approach.

Logistics

TechnoServe will cover travel-related costs including international airfare, in-country accommodation, in-country transportation, a per diem for living expenses, visas and vaccinations, and emergency evacuation insurance.
