Job Summary:
The Statewide Planning Section Manager is responsible for the statewide Drought Program, Conservation Program, Community Water Systems Program, and Rural Programs; the coordination and support of the Governor’s Water Policy Council; and the Supply and Demand Assessments for the state’s groundwater basins.
The manager oversees and guides the work of professional staff and ensures that section goals and objectives are met, while working in coordination with other section managers and leadership to accomplish the agency’s strategic goals. This position represents the Statewide Planning section in interdepartmental projects that require multi-disciplinary expertise, including investigating and resolving potentially sensitive and highly visible water resource management issues requiring discretion.
The manager may represent the Agency at meetings or hearings with other state agencies, federal, and local agencies.
A hybrid work schedule (some work in the office and some work from home) is available for this position.

Job Duties:
Position responsibilities include the following:
- Hiring, supervising, managing, and training professional level staff in procedures and techniques to be used, the quality and timeliness of work expected, timeframe requirements, setting goals and objectives, and prioritizing multiple simultaneous projects.
- Assigning, guiding, reviewing, and editing technical work performed by professional level staff.
- Preparing administrative reports and making recommendations and implementation plans for program improvements and staffing.
- Representing the Statewide Planning section in interdepartmental projects.
- Coordinating with the Department’s leadership, legal division, and other staff on policy issues, development, and implementation.
- Oversight of Community Water System annual water use reporting processes, including data entry, analysis, and quality control and compliance activities.
- Oversight of meetings of the Drought Monitoring Technical Committee and Interagency Coordinating Group; review of monthly drought reports and annual Drought Preparedness Plan.
- Oversight of conservation and efficiency technical assistance, resources, outreach, and collaboration.
- Oversight of water resources planning activities, including contributing to planning models and analysis of water use data and development of water budgets.
- Development and oversight of funding agreements with the United States Geological Survey for water use estimates and hydrologic data and monitoring.
- Representing the Department at public meetings; meetings of local, state, and federal agencies; hearings; and conferences.

- State and federal laws, rules, and regulations pertaining to water resources and management, including water rights, annual reporting requirements, and major water use sectors

- Using spreadsheets, databases, and other software to retrieve, organize, analyze, and interpret water resource management data
- Review and editing of regulatory and technical documents for clarity and accuracy

- Interact tactfully and diplomatically with members of the regulated community; exercise careful, independent judgment
- Interpret and develop rules, policies, laws, and statutes
Selective Preference(s):
The ideal candidate should have ability and experience in managing professional staff and meeting strategic goals and possess the ability to develop consensus-based programs and strategies.
Experience in Arizona water policy, planning, and regulation.
This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  
Pre-Employment Requirements:
Candidate should have: at least 10 years of professional level water resource management experience, or Bachelor’s degree and eight years professional experience in water resource management, or a Master’s degree and six years professional experience in water resource management or PhD and four year experience.

Positions in this classification participate in the Arizona State Retirement System (ASRS).
