Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

The Wash Field Officer will be responsible:

S/he will ensure that activities and reporting are completed within the allocated time frame, and to the quality standards and implementation mechanism stipulated in the project proposal, logical framework and in accordance with the project work plan.

Key activities in your role will include

Objective 1: Follow up on data management/analysis and focal point for data flow within the WASH Department. (50 %)

  • Determine the primary data and information elements that are required internally and externally to support the project (Household Assessment, IS assessment, WAP, etc..)
  • Follow up and collaboration with all WASH team to ensure proper update of ACF WASH live database or any other external assessment such as WAP, and HCMT
  • Design, develop and manage databases, spreadsheets, and other data tools
  • Understand, document, and ensure the quality of high-value data for accuracy, consistency, and comparability
  • Develop and implement proper backup for all project activities including distribution lists, MoVs, history of distribution, infrastructural projects.
  • Act as a focal point/central instrument for the collection, analysis, and dissemination of information relevant to the project activities.
  • Organize, design and carry out the evaluation and analysis of datasets related to the project to estimate the needs.
  • Ensure the use of proper tools that facilitate the data collection and analysis for the project. (Survey 123, Kobo, Microsoft Excel)

Objective 2: Supervise and implement water supply and basic sanitation at Informal Settlement level. (40 %)

  • Follow up installation of water tanks, latrines and Centralize Water Systems at different sites working closely with the local partner, providing technical advice and WASH orientation.
  • Monitoring water-trucking and dislodging delivery (volume, quantity and system of delivering), working closely with local partners
  • Supervision of construction and rehabilitation at field level for septic tanks, grey water system, innovation system, or any rehabilitation related to the WaSH facilities and networks. 
  • Ensure the development of accurate Bill of Quantities (BoQs) and detailed technical drawings for all the WASH interventions
  • Monitoring water quality and chlorination (chemical and bacteriological) at different water points (water tanks, wells, household, etc.)
  • Informing and documenting the anomalies and the repairs carried out in the water systems, and the material necessary for the programme’s activities.
  • Ensure an integrated approach in the implementation of WASH infrastructure and
  • Hygiene promotion components
  • Ensure timely completion of project activities according to the detailed implementation

Objective 3 : Data collection, Reporting, and Archiving . (10 %)

  • Data Collection and recording regarding the project indicators and the potential beneficiaries 
  • Report possible problem or conflict during the activities. 
  • Continuously communicate with the field team to ensure timely follow-up on the database.
  • Support in preparing activity progress report or any other internal/external report. 
  • Archiving all project related documents and ensuring all team members have access to necessary documentation. 

Objective 4: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Objective 6: Gender & Safeguarding

  • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  • Knowledge and compliance with safeguarding policy.

Do you meet the profile required criteria?

  • Data Science degree or Technical Diploma engineering or related field.
  • Knowledge in plumbing, water supply and sanitation supply systems.
  • Knowledge in data analysis using different IT tools.  
  • Knowledge in generating comprehensive reports.
  • Experience in community mobilization and participation.
  • Local language speaker.
  • Experience in managing data base and generating reports.
  • Experience in the humanitarian sector in a similar position.
  • Knowledge of the basic internal regulation of the organization.

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Based in: Zahle
  • Formal work contract: 6 months
  • Salary:  according to ACF salary scale and according to the candidate’s previous experience (following the standard list of Action Against Hunger). 
  • LBP 250,000 daily transportation allowance on working days
  • Social security registration and NSSF family allowance if eligible
  • Complementary health insurance for you and your dependents
  • Work accident insurance
  • Life insurance (after 3 months of contract)
  • School allowance for your children if eligible as per the official decrees (paid each year in October)
  • 1.5 days of paid holidays per month
  • Approx. 18 days per year of public holidays
