This position assists in the administration, planning, organizing, and implementation of projects to accomplish the objectives of the State Water Code, Chapter 174C, HRS, and includes preparation of statewide comprehensive water resources plans.   This position assists in the coordination and development of plans, studies, and scientific investigations involving assessments of water supplies and demand, instream uses of water (i.e., biological, ecological, cultural, aesthetic, recreational, etc.), and Hawaiian stream systems; maintains interagency coordination between Federal, State, and county governments and private sector; assists in the review/processing of permits as provided by law.  This position is also responsible for integration of the Department’s watershed (mauka makai) protection programs with the Commission’s mandate to protect and sustain water resources and performs other duties as assigned.Minimum Qualification Requirements

RECOMMENDED QUALIFICATIONS:

Knowledge of:   Principles and practices of general planning and natural resources planning including design and conduct of environmental research studies; Native Hawaiian water rights and traditional and customary practices, analytical and evaluation processes and procedures; letter and reporting writing; hydrological or hydro- geological principles and practices; survey and data collection principles and practices; mathematical and statistical computations and analyses principles and practices; Hawai‘i natural history; personal computers; computer based word processing, spreadsheet and data base programs.

Skill/Ability to:  Analyze materials and arrive at sound conclusions and recommendations; gather necessary information and identify the problem accurately; plan and work effectively; understand the intent of guidelines; communicate effectively both orally and in writing; develop and maintain effective working relationships with peers, subordinates, and supervisors; read, comprehend and interpret complex written materials such as laws, rules and regulations; communicate effectively to individuals at various levels in government and the general public; conducting procurement, processing budgets and grants; uphold high ethical standards; prepare clear and concise reports; deal tactfully with the public and other officials; utilize computer based word processing, spreadsheet and data base programs; assign and coordinate work; and to effectively participate in and conduct meetings.

Recommended Education:  Graduation from an accredited four (4) year college or university with a bachelor’s or master’s degree with major work in planning, Hawaiian studies environmental or Native Hawaiian law, physical or natural science, natural resource protection, geography, engineering, or a related field.

Excess work experience as described under Experience Requirements below, or any other responsible administrative, professional, or analytical work experience that provided knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.  To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills, and abilities.

The education or experience must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically. 

Recommended Specialized Experience:  Three (3) years of experience in natural resources planning, research, or project coordination or management, or a combination of any of the aforementioned disciplines.  Preferred experience includes environmental planning and law, Hawaiian studies and language, natural resources public outreach and education, environmental impact assessment and evaluation, geographic information systems (GIS), hydrologic modeling, water quality, terrestrial and stream ecology.

Quality of Experience:  Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position.  The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.

License Requirement:  Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
