Job description
Are you passionate about regulating the Water Industry? We’re looking for Principal Regulatory Officers (PROs) to identify where improvements are required across the water industry, through analysis of data/intelligence and to implement effective delivery plans and regulatory interventions. As a PRO, you’ll play a pivotal role in applying intelligence to achieve compliance in the water industry by:
- Leading on complex cases of national importance and delivery of Operator Monitoring Assessment (OMA) and other key compliance activities;
- Building relationships with key teams across the business, working externally with water companies/stakeholders;
- Using regulatory tools to gather intelligence, understand what interventions should be delivered to improve compliance;
- Developing bespoke outcome-focused intervention plans to tackle the highest risks, based on intelligence/evidence;
- Implementing appropriate interventions (regulatory/enforcement/engagement) in our local teams and across the sector;
- Focusing on consistency, across local teams and the sector as a whole, providing technical leadership and identifying opportunities for innovation and new processes;
- Working with national/local teams identifying gaps in technical knowledge, developing/delivering training and providing assurance on technical resilience;
- Working with national/local teams to develop/implement coaching/mentoring programmes for less experienced officers;
- Ensuring that compliance/enforcement are delivered hand-in-hand to optimise environmental outcomes;
- Providing leadership/technical advice and making decisions on complex issues, including external correspondence and engagement;
- Driving up and maintaining a regulatory approach across the Environment Agency’s portfolio of water industry compliance activity, so our water company regulation is consistent/proportionate and robust.
Responding to incidents is a central part of what we do, you’ll be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract an additional payment. Full training and alternative working arrangements will be available to support you with your incident role
The team
This is an exciting time to join a new team working to protect and improve the water quality of our rivers, coasts and groundwater through effective and efficient regulation of water companies. The team will be made up of nine Principal Regulatory Officers, each one facing an
individual water company and working alongside a network of colleagues in national and local teams.
Experience/skills required
- Ability to demonstrate significant regulatory experience, including specific experience in water industry regulation and/or water quality
- Membership of a relevant professional body with chartered status or working towards
- Preferably an honours degree or equivalent/comparable industrial experience
- Able to demonstrate experience of effective regulatory compliance, application of legislation and use of compliance/enforcement tools for high risk/contentious sites
- Excellent communication skills
- Evidence of good technical judgement, a history of sound, evidence-led decision-making
- Experience of influencing to deliver successful outcomes at a senior level within or outside your organisation
- Able to lead a team, work to tight deadlines, prioritise tasks to deliver on time
- Ability to inform policy, implement/support approaches to translate it into cost-effective operational activity delivering outcomes for people/ environment
- Ability to use regulatory experience/legislative knowledge to identify opportunities for efficiency, develop procedures to bring about change, ensuring improvements are embedded
