The purpose of this position is to perform complex hydrologic, hydrogeologic, and engineering analyses and evaluations for Water Rights Administration, Adjudications, Interstate Stream Compact compliance, subdivision review and other water planning and management functions. This position develops and utilizes complex hydrologic models to assess the impacts of pending and new diversions on the hydrologic system and effectively communicates methods and results. This position produces hydrologic data and analyses, technical memoranda and reports, exhibits and expert reports, interrogatory questions and responses, written and oral expert testimony, scopes of work, presentations, computer programs, policies and procedures. This position also provides sound technical support for agency water resource management activities and participates in the preparation of new rules and regulations and Guidelines.

Responsibilities
1. Perform hydrologic and hydrogeologic investigations for water rights administration, adjudications, interstate stream compact compliance, subdivision review and other water planning and management functions.
2. Develop and utilize hydrologic models to evaluate the effects of new and pending surface and groundwater diversions on the hydrologic system.
3. Produce technical data, memorandum and expert reports, exhibits, interrogatory questions/responses, and oral expert testimony.
4. Participate in the preparation of new rules and regulations and guidelines.

Customers
New Mexico Office of the State Engineer/Interstate Stream Commission and the State of New Mexico. (Administrating the use and development of the State’s water resources while protecting existing water rights within the State.)

Ideal Candidate
1. Knowledge and experience in hydrology including, groundwater and surface water hydrology, geology, hydrogeology.
2. Experience developing and/or utilizing hydrologic models, particularly MODFLOW.
3. Experience developing, working with, or modifying conceptual models of hydrologic systems.
4. Experience using ArcGIS and ArcGIS Pro.
5. Knowledge and/or experience in well hydraulics and/or well drilling.
6. Experience working large, complex data sets.
7. Programming experience that may include writing, interpreting and/or modifying code.
8. Experience preparing technical documents and/or scientific reports.
