- Background
Building on the experiences of the Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) and Biyoole I implemented by government contributing to the National Development Plan, the Ministry of Planning, Investments and Economic Development is implementing the Somalia Water for Rural Resilience Project ‘Barwaaqo’ Project. The objective of the Barwaaqo II project is to develop water, agriculture, and environmental services for rural communities in Somalia’s drylands and is a five-year project. The project is framed around four components: (1) Development of Agriculture and Livestock Services around Water Points, (2) Development of Agriculture and Livestock Services around Water Points, (3) Component 3: Development of Environmental Catchment Services in Project Areas, (4) Project Management, Community Development and Enhancing Livelihoods Planning.
Hirshabelle State of Somalia is establishing a core multi sectorial Project Implementation Unit (PIU) coordinated by the Ministry of Planning and implemented by the Ministries of Water, Livestock, Agriculture and Environment. The role of the PIU is to support the management, coordination, implementation and monitoring and evaluation of project activities. The PIU will be staffed with the following positions: – Project Coordinator, Finance Management Specialist, Procurement Specialist, Safeguards Specialist, M&E Specialist, Water Engineer, Environment Specialist, Agriculture Specialist and Livestock Specialists.
2. Objective of the assignment
Reporting to the Project Coordinator, and the Ministry of Environment and Climate Change. The objective of this role is to support the Ministry of Environment and ensure that the project activities under component three are well implemented. The consultant will work in close consultation and coordination with the National Environmental Catchment and Rangeland Management Specialist, Ministry of Environment, the PIU at state level and the PCU at National level.
S/he will undertake all the other specific tasks detailed in the Terms of Reference (ToR) that can be found at the following www.mop.gov.so or can be provided upon submission of application (in person or by email to the address below)
3. Duties and Responsibilities
Under the direct supervision of the Ministry of Environment and Supporting Barwaaqo Project Implementation Unit, the Environmental Catchment and Rangeland Management Specialist will perform the following tasks:
- Support review/develop the existing legal, policies framework & institutional mandates relating to Environment and Climate Change.
- Support in Preparation of policies, guidelines and strategies related to Environment as prioritized by the Ministry of Environment.
- Review the existing capacities and needs for key stakeholders and Conduct institutional needs assessment
- Conduct an assessment to provide an overview analysis of the capacity strengths and weaknesses in the Ministry of Environment and to identify the main capacity gaps and demands by the Ministry.
- Deal with environmental aspects of the project and provide feedback to the Ministry and PIU on implementation of environmental action plan under the activities of the project.
- Work with the Safeguards team to provide necessary requirements of environmental compliances within the project proposed interventions.
- Undertake environmental monitoring and supervision of project works , including development of monitoring checklists, compilation of periodic (quarterly, semi-annual, and annual) progress reports, to ensure compliance with relevant environmental requirements.
- Undertake capacity development of the Ministry staff implementation with respect to planning and implementation of environmental activities, including conduct of project awareness, communication and sensitization activities.
- Provide technical support to the Ministry in the areas of Environmental and Natural resource management.
- Perform any other tasks as requested by the Project Coordinator and the ministry.
4. Qualifications and experience
- A Master’s Degree in Environmental Sciences, Natural Resources Management or a related field from a recognized University
- Strong Water and Sanitation background is preferable
- A minimum of 5 years’ experience in areas of Environment, Climate Change, Natural Resource management or related field
- Understands environmental risk analysis and management;
- Understands occupation health and safety management; Understands environmental, , and safety laws, regulations and requirements Identifies safeguard compliance issues and proposes strategies for assuring compliance; Provides sound advice on the design and implementation of mitigation strategies in areas of risk; Understands how environmental safeguards fits into project cycle;
- Ability to effectively communicate and provide guidance to Ministry staff and other relevant people
- Ability to make timely and quality judgment and decisions
- Computer Literacy in Microsoft application
5. The Ministry of Planning Investment and International Cooperation now invites eligible consulting(“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
