Context and role:

WaterAid has come through a strategy development process that is refocusing our advocacy and influencing work. To deliver on our ambitious targets to scale up funding for Water, Sanitation and Hygiene (WASH) WaterAid is looking for a consultant to work with us to produce 2 areas of work. The consultant will be someone who has experience of working in advocacy related to World Bank health and climate financing programmes and has the political understanding to support WaterAid’s health and climate campaigns. The consultant will be expected to understand and engage with the strategic opportunities for influencing and working with the World Bank and other IFIs within the context of these two campaigns.

The main tasks for the role will be to:

  • Bring into WaterAid the latest analysis of the climate financing opportunities that exist for climate resilient WASH through the World Bank and other IFIs, including climate funds. This will involve coordinating with our policy colleagues working on development finance and linking with WaterAid staff in Country Programmes (CPs) relating to the World Bank, African Development Bank (AfDB) and other IFIs on climate adaptation and creating a shared picture of the existing WASH engagement with the World Bank/IFIs and future opportunities.
  • Output – 8-page paper summarising opportunities for WaterAid’s climate adaptation advocacy to influence WB and IFIs towards greater investment in Climate Resilient WASH including specific initiatives like Resilient Water Accelerator
  • To work with our Health Campaign to progress the policy commitments from IFIs on WASH in Health Care Facilities (HCFs) into financial commitments. The focus of the work for this contract will be to identify a country or regional context where WaterAid can influence the World Bank to play a brokering role between developing country governments, donors, and health pooled-funds to unlock financing.
  • Building on WaterAid’s current relationship with World Bank’s WASH technical team, work with the Global International Affairs Director to build a relationship with the World Bank staff relevant for financing WASH in HCFs and the most effective ways to influence their investment decisions.
  • Output – 8–10-page Ten-month strategy running up to the IFI Spring meetings in April 2024 for engaging with the World Bank, Country Programme governments and donors to unlock health financing for costed WASH in HCF plans, working in line with the Health Campaign and with relevant WaterAid teams and other organisations as strategic.
