Context:

Jal Seva Charitable Foundation (JSCF) is registered in India as a not for profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of WaterAid International and uses the brand name ‘WaterAid’ in India.

WaterAid India seeks to improve access to clean water, decent toilets and good hygiene for everyone, everywhere.

WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bhopal, Raipur, Bhubaneswar, Bengaluru, Hyderabad, Patna and Lucknow. We currently work in 11+ states across the country.

WAI’s Programme focus in the next five years is on ensuring that communities – especially low-income families – are WASH secure i.e. with assured access to safe drinking water at the household level; with safely managed sanitation’ institutions such as anganwadi’s, schools and health care facilities with adequate and appropriate WASH infrastructure and with good hygiene behaviours. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate this adoption on scale.

Overview:

WaterAid is implementing the Project “Amruthavarshini” in Raichur & Gulbarga districts of Karnataka & Hyderabad in Telangana. The focus of this project is to maximize recharge potential in the total geographical area consisting of wastelands and water bodies. Project Amruthavarshini is conceptualized to harvest rainwater and enhance the availability of groundwater in water-starved regions through artificial groundwater recharge with a primary focus on improving the quality of life of marginalized communities with involvement, building the capacity and systems for long term sustainability. This position is expected to undertake implementation (operation) responsibility of the project.

Roles & Responsibility:

Program management

  • Ensure Project objectives and target are met effectively within timelines
  • Plan monthly and quarterly targets and ensure their delivery through team
  • Undertake intensive and regular field visits to intervention areas to supervise implémentation of all infrastructure work and community mobilisation activitiés
  • Conduct periodic review meetings with the team to ensure delivery is as per schedule
  • Lead, manage and motivate the team, creating an environnement that enables staff to maximise their potential and facilitates high performing team
  • Report the activities and financial progress as per the agreed schedule or requirements
  • Preparation of monthly updates and brief reports
  • Lead in Planning (get technical and engineering drawing and designs) and implementation of hardware components as per the plan.
  • Adhere to technical standards and technical guidelines and policies in the project
  • To undertake any other activity/ work as directed by state lead

Stakeholder engagement:

  • Build and manage relationships with key stakeholders in the district and district administration for leverage and project deliverables
  • Take lead in conceptualizing and organizing state/ district level consultations /workshops / conférences as required in the project
  • Working with WaterAid’s communications Team (through the Supervisor) to ensure effective documentation of the work being implemented
  • Coordinate and regularly interact with sector players, local governments, and other institutions
  • Represent the project and achievements at district level networks and govt. meetings.
  • Advocate scaling up of water replenishment models to district level authority

Technical support and capacity development:

  • Support field team members in setting up project management systems in accordance with project plans and WAI/donor guidelines
  • Ensure adherence to technical and programme standards and quality

Documentation management:

  • Produce high quality report to be shared with the donors and other stakeholders
  • Ensure timely uploading of MIS data by the team and provide regular project updates
  • Validation of reports, data and review of progress through regular field visits
  • Support Technical officer in plan and execution of hardware infrastructure
  • Facilitate WAI project related assessment, monitoring/quality assurance, donor visits, audit  

Finance:

  • Ensure financial deliverables committed under the project are met
  • Follow procurement process and expenses and support first round verification of bills.
  • Consolidate and compile monthly reports with statement of verified bills
  • Ensure timely utilisation of project Budget and keep track of the variance
  • Support internal and external audit visits

undertake any other activity/ work as directed by Supervisor

Eligibilities and Qualifications:

Qualification/Experience:

Post graduate Degree in one of the following: sociology/social work, rural development, community development, public health or equivalent.

Experience:

Relevant work experience of at least 3+ years which should include leading a team of more than 5 people

Community management experience:

  • Experience in working closely with community and community groups
  • Understanding in managing community livelihood or social enterprise projects
  • Experience in social art, public health or social marketing campaigns;

WASH and/or Watershed experience

  • At least three to five years in an NGO/ organization leading WASH projects
  • Understanding of government flagship WASH related schemes and programs

Stakeholder management:

  • Understanding of district, block and gram panchayat level dynamics, govt. departments and able to manage relationships
  • Working in close coordination with government departments, local Panchayats 

Others:

  • Ability to work comfortably in MS Word, Excel and Power point
  • Comfortable usage of English and local language – read, write and speak
  • Able to undertake basic analysis of data in excel pivots. Knowing SPSS/ R etc. is preferred
  • Ability to travel independently in the field
  • Ability to learn quickly and take responsibility

Skills, Aptitude and Attitude:

  • Good communications and presentation skills – write, read and speak in English & Kannada.
