Introduction :

UNDP Bhutan is seeking proposals from National Consultants to Review Irrigation System Practices and Explore Upscaling Potentials in Bhutan. 

The objective of the assignment is to review various scenarios influenced by climatic and non-climatic factors that may have an implication for Bhutan’s irrigation systems and recommend technological and non-technological, climate-resilient, water-efficiency, water-smart, water-retention or harvesting strategies with clear roadmap showcasing their benefits, value proposition, and investment case to the Royal Government of Bhutan for further planning and execution.

The key tasks of the assignment are:

1.   Review different types of climate-resilient irrigation systems and practices supported and executed in Bhutan and assess how policy decisions, laws, rules & regulations, and their implementation have shaped the irrigation sector in Bhutan including impacts on the socioeconomic status of the farming population in Bhutan.

2.      Review various scenarios influenced by climatic and non-climatic factors that may have an implication for Bhutan’s current irrigation practices in a timeline of the next 30 years.

3.    Provide recommendations about technological and non-technological (such as water-efficiency, water-smart, alternative-cropping, or alternative water-retention/harvesting strategy) options for adapting to the scenarios outlined in serial no 2 in consultation with the Department of Agriculture and Policy and Planning Division, Ministry of Agriculture and Livestock and the Department of Infrastructure Development, Ministry of Infrastructure and Transport.

4.      Develop a roadmap with specific recommendations on how the Royal Government of Bhutan (RGoB) can adapt the technological and non-technological options outlined in serial no 3.

5.      Review and recommend at least five globally known technological and non-technological water saving, climate adaptive, resilient technology and best practices in irrigation along with the design, drawing and estimated costs for possible planning and execution by the RGoB.

6.      Recommend policy and strategies on how RGoB can pursue recommendations outlined in serial no 3 to 5.
