This position is located in the Executive Director’s Office of the Colorado Department of Natural Resources.  EDO exists to guide and supervise the activities of the eight Divisions within DNR in the development, preservation and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens – both now and in the future.  Description of Job

The purpose of the Colorado Produced Water Consortium (CWPC) is to make recommendations that are protective of public health, safety, and welfare; the environment; and wildlife with regard to an informed path for the recycling and reuse of produced water within, and potentially outside of, oil and gas operations in the state; and measures to address barriers associated with the utilization of produced water. The primary goal of the consortium is to help reduce the consumption of fresh water within oil and gas operations.  
The Director of the CPWC will, in conjunction with the CPWC Governing Body, lead the work of the CPWC and collaborate with the CPWC members, DNR leadership and staff, Colorado Energy and Carbon Management Commission (ECMC) leadership and staff, other members of Colorado State Government, and external partners to accomplish the requirements of HB23-1242.
 
 Main position functions include but are not limited to:

 
Leadership and administration of CPWC:

  • The Director of the CPWC shall, in conjunction with the CPWC Governing body, provide leadership to the CPWC and coordinate meetings and membership; write grants as needed; prepare the consortium budget; and contract for analyses and studies.  

Provide substantive expertise:

  • The Director of the CPWC shall provide expert advice regarding policies, rule-making proceedings, and legislation regarding reuse, recycling, and beneficial use of produced water. Provide recommendations to state agencies and the legislature regarding rulemakings and legislation that would remove barriers to reuse and recycling of produced water in the state of Colorado.

Internal and external engagement:

  • The Director of the CPWC shall interact with and report to agencies and the general assembly regarding policies, rule-making proceedings, and legislation regarding reuse, recycling, and beneficial use of produced water.

OPEN ONLY TO CURRENT RESIDENTS OF COLORADOMinimum Qualifications: 
Four years of professional experience working on issues related to oil and gas development, produced water management and/or other related natural resource management issues.

AND 

Bachelor’s degree from an accredited institution in Political Science, Public Administration, Engineering, Geology, Economics, Biology, Ecosystem Science or a field of study closely related to the work assignment.

Substitutions: 

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.  
  • Additional satisfactory completion of course work from an accredited institution in Political Science, Public Administration, Engineering, Geology, Economics, Biology, Ecosystem Science or a field of study closely related to the work assignment will be substituted on a year-for-year basis for the required general experience. 

If you are using a degree to substitute for the required experience, you may be required to provide copies of your educational transcripts for verification of your qualifications if requested.  

Preferred Qualifications:

  • Current or former State experience relevant to this position
  • Previous experience providing leadership and administration for a complex organization and/or program. 
  • Knowledge and experience providing substantive expertise on issues related to produced water management in oil and gas development. 
  • Demonstrated experience leading internal and external engagement for a complex organization and/or program. 
  • Strong written and verbal communication skills. 
  • Knowledge and experience with grants.
  • Knowledge and experience preparing budgets.

  • This is a Remote/Hybrid position – Work may be primarily performed from a home office, however the selected candidate will report to the office at 1313 Sherman Street – Denver, CO periodically as well as other locations throughout the State for meetings, trainings and projects as directed by the supervisor. Regular in office work may be accommodated if desired.
