Organizational Setting

The main aim of the FAO Syria Country Office is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines 

Under the overall guidance of the FAO Representative in Syria, direct supervision of the FAO water team leader/senior water expert and in close collaboration of relevant programmes and operation staff 

Technical Focus 

The agricultural natural resource specialist will provide technical assistance for natural resources assessment aiming at efficient and sustainable implementation of irrigation and integrated related projects. This includes context analysis for target areas, planning and conducting field investigations including sampling and testing, data collection about the main natural resources, analysis, generating information and providing suggestions for sustainable agricultural interventions. Other related tasks will include support conducting of agricultural needs assessment for integrated field irrigation management and impact assessments for the implemented revamping/installing irrigation projects on natural resources, developing, conducting and participating in relevant training programmes. 

Tasks and responsibilities

•    Liaise with FAO project managers, technical staff, resilience officers, governorate water resources engineers in directing implementation and supervising activities of irrigation-related projects;
•    Undertake natural resources and other requested assessments including conducting field missions to survey site needs, sampling water, soil, and plant to assess available natural resources, develop plans and propose interventions (including the use of advanced FAO or other well-incorporated tools where appropriate), produce documentation, 
•    Develop and deliver training where appropriate;
•    Prepare related communication materials with focus on assessed natural resources and impacts of implemented activities under irrigation projects, this include success stories, human interest stories, press release, interviews, etc.
•    Conduct natural resource and related environmental assessments as required including sampling, testing, data collection and analysis, and produce relevant maps and natural resources geodatabases applicable for SWAT model using developed tools and methodologies at field, remote sensing and geographic information system.
•    Draw concepts for sustainable integrated irrigation interventions.
•    Develop integrated irrigation management at field, including preparation of crop water requirements, irrigation scheduling, support the establishment of water user associations-WUAs and ensure raising awareness on the role of WUAs in the sustainable use of available water resources. 
•    Prepare work-plans, monitor, and follow up site implementation of relevant water activities related to the sustainable use of natural resources and produce related reports as required.
•    Develop technical studies as required, participate in workshops and technical meetings, and produce reports, presentations, and publications as required.
•    Develop capacity building programmes, participating in preparation of relevant training courses and ensure well-representation and meeting the needs of related activities in the implemented irrigation projects.
•    Support efficient and timely implementation of activities in line with work-plans.
•    Ensure good communication and cooperation among concerned parties in related projects and activities.
•    Develop and review reports for related projects and activities including progress and final reports as required.
•    Develop and review communication material (press releases, success stories etc.) on related projects and activities, and coordinate with the communication team in this regard.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Bachelor’s degree in relevant fields such as Agricultura water management, Soil Science, or other related fields.
•    A minimum of 10 years of experience at the national level in the required field of expertise Postgraduate degree is an advantage. 
•    Working knowledge of written and spoken English and Arabic.
•    National of Syrian Arab Republic.

Technical/Functional Skills

•    Proven experience in preparation of written reports in an accurate and concise manner is an advantage.
•    Experience in natural resource assessments for irrigation projects is essential.
•    Experience in remote sensing and geographic information system methods for natural resource assessments is an advantage.
•    Ability to work at the project site in difficult conditions.
•    Willingness to travel all over the country according to the needs of FAO program.
•    Experience in survey and design of training programmes and ability to train in English/Arabic of related topics, at field and indoor training or virtual trainings will be essential.
•    Experience in working closely with counterparts and providing training/capacity building.
•    Experience in managing a small team to undertake studies and design works will be essential.
•    Strong presentation skills and ability to communicate effectively.
