As the fastest-growing city in the country, protecting and managing our water resources is vital to maintaining our livability. The City of Boise, along with residents and business leaders, are planning for Boise’s water future by developing an innovative long-range water management plan that will balance Boise’s environmental, financial and community needs as we determine how to manage and plan our community’s long-term water strategy. The City of Boise is seeking an experienced and passionate individual to lead this strategy in the position of Strategic Water Resources Manager. 

  • Provides strategic planning, development oversight, and implementation of water resources programs to address water quantity, long-term water supply, and related issues
  • Provides technical leadership and project management for the development and implementation of an integrated city water resources plan
  • Coordinates water resources issues with other city priority initiatives including climate action, water renewal, and geothermal
  • Advises city leadership regarding water policy matters to ensure a sustainable supply of water resources
  • Requires considerable independence and professional judgment in carrying out assignments

Performs the full range of duties (with appropriate managerial review), including hiring, evaluating, promoting, and assigning duties; correcting inappropriate actions or behavior through communication and coaching, initiating discipline or termination as needed; and overseeing employees or a group.

Works in a collaborative manner to oversee and manage the implementation of the water resources program. Develops and implements strategic plans in support of the program’s broad goals provided by leadership and the citywide team. Oversees a range of work to ensure consistency with strategic goals and collaboration with key internal and external stakeholders. Initiates and strengthens key partnerships to address water quantity issues with water resource and environmental regulatory agencies, water utilities, irrigation providers and users, the Public Utilities Commission and the Idaho Department of Water Resources. Manages planning, capital and operating budgets associated with water resource programs. Implements assured water supply and related requirements for land development projects. Participates with advisory board and with regulatory processes as appropriate.

Coordinates, monitors and conducts research related to water rights acquisitions, reservoir storage, river flow protection and irrigation infrastructure programs for the city. Oversees the city’s water rights portfolio and effectively tracks any issues/problems such as climate change, reservoir storage and/or management of river flow from both an irrigation and a flood control perspective. Coordinates with various city departments and outside agencies to design, implement and collect field data. Manages the city’s water rights portfolio to ensure they remain current and active. Stays current in research methodologies and scientific literature related to program disciplines. Implements municipal irrigation district programs.

Works on specific water quantity issues, water supply and demand, ownership of water renewal facility (wastewater treatment plant) effluent, and the possibility of effluent discharges outside of standard approaches including recycled water initiatives. Monitors discussions around innovative regulatory approaches.

Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization.

Required Knowledge, Experience, And Training

  • Bachelor’s degree in water resources, hydrology, engineering, agriculture, natural resources management, environmental science or a related field, or 
  • Juris Doctorate (JD) from an American Bar Association (ABA) accredited law school, and
  • 7 years of work experience demonstrating a working knowledge of water and/or natural resource management and water rights protection, or 
  • An equivalent combination of experience and/or education.

Level of Knowledge:

  • Principles of Idaho water law
  • General water resource management practices
  • Boise River operations, including the storage and conveyance of water in the Treasure Valley
  • Computer usage including related software
  • National Environmental Policy Act procedures and requirements.

Ability To:

  • Establish and maintain effective working relationships with employees, departments, governmental agencies, and interested groups and individuals
  • Lead the response to issues that may have a significant impact
  • Operate a variety of inventory and monitoring tools relevant to water resource management
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation
  • Individuals must be capable of operating vehicles safely and have an acceptable driving record

Preferred Knowledge, Experience, And Training

  • Master’s degree in water resources, hydrology, engineering, agriculture, natural resources management or environmental science or a related field, or
  • Juris Doctorate (JD) from an ABA accredited law school with the ability to obtain a license to practice law in the State of Idaho
  • 10 years of work experience demonstrating a working knowledge of water resource management and water rights protection
  • Licensed by the State of Idaho as a Professional Engineer (PE), or if licensed in another state, ability to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of hire date

Licensing And Other Requirements

  • Valid state-issued driver’s license.
