Assignment Title: Development of the Groundwater Information System for the IGAD Region.

The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 10 Million equivalents from the World Bank/IDA toward the cost of the Horn of Africa Groundwater for Resilience Regional Program, and it intends to apply part of the proceeds to payments for consulting services.

Objective(s) and Scope of the Assignment

The main objective of this consultancy is to develop a comprehensive and functional HoA-GWIS to facilitate the sustainable management and use of groundwater resources within the IGAD region.

The consultant will be responsible for the following tasks:

  • Conduct a thorough assessment of existing groundwater information systems and data sources in the IGAD region. In the annex1 the list of the required data is mentioned. The consultant will use and update the list in consultation of NGWC and I-GWC. The consultant needs to spend a week in each of these centres to assess the existing states of information.
  • Develop a comprehensive framework for the HoA-GWIS, including the identification of relevant stakeholders with the assistance of NFG, data sources, data formats, and data-sharing protocols.
  • Design and develop the HoA-GWIS platform, incorporating GIS capabilities and ensuring interoperability with other relevant systems.
  • Develop user manuals and technical documentation for the HoA-GWIS.
  • Facilitate capacity-building workshops and training sessions for IGAD staff to ensure effective use and management of the HoA-GWIS.
  • Provide technical support and maintenance for the HoA-GWIS during the implementation phase.
  • Develop a monitoring and evaluation framework to assess the effectiveness and impact of the HoA-GWIS on groundwater management within the IGAD region.

IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services of developing a comprehensive and functional HoA- the Groundwater Information System to facilitate the sustainable management and use of groundwater resources within the IGAD region i.e., updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers “Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services,” Fourth Edition, November 2020; the World Bank’s “Guidelines on Preventing and Combatting Fraud and Corruption” revised July 1, 2016.

Qualifications and experience required:

The consultant should have the following qualifications and experience:

  • Advanced degree in hydrogeology, environmental sciences, GIS, information technology, or a related field.
  • At least 10 years of experience in the development and implementation of groundwater information systems, preferably in the IGAD region.
  • Proven expertise in GIS, database management, and information system design.
  • Strong communication and facilitation skills, with experience in conducting capacity-building workshops and trainings.
  • Knowledge of the IGAD region’s groundwater resources, key stakeholders, and existing information systems.
  • Fluency in English, with knowledge of other regional languages considered an asset.
