WATER RESOURCES ADVISOR

Job Summary:
Under the general direction of the Assistant Director of Water Projects, the Water Resources Advisor performs high-level professional work related to developing and implementing processes to evaluate proposals for Water Infrastructure Finance Authority (WIFA) assistance across the three state programs: the Water Supply Development Fund, the Long-Term Water Augmentation Fund, and the Water Conservation Grant Fund.
This position will engage with external contractors and consultants to prioritize, evaluate, prepare evaluation reports and prepare recommendations to the WIFA board for project assistance.
Job Duties:
• Responsible for developing and implementing processes to evaluate proposals for WIFA assistance across the three state programs – Water Supply Development Fund, Long-Term Water Augmentation Fund, and Water Conservation Grant Fund
• Engage with external contractors and consultants to prioritize, evaluate, prepare evaluation reports, and prepare recommendations to the WIFA board for project assistance
• Proactively develop and maintain relationships with potential WIFA project beneficiaries, industry groups, public agencies in Arizona, the Environmental Protection Agency, and State Revolving Fund (SRF) agencies in other states to identify innovate ways to better deliver WIFA services
• Engage with the entire Arizona water community to identify emerging physical, legal, or regulatory issues and how WIFA’s programs can best meet future needs
• Advises WIFA management on water resources issues, including regulatory trends, supply reductions, future costs, etc
• Conduct ongoing review of existing procedures and develop new approaches as needed
• Other duties as assigned as related to the position
Knowledge, Skills & Abilities (KSAs):
Knowledge:
• State surface water statues, rules and direction regarding managing the State’s water resources, including current and proposed management plans; and Federal water resource management laws and regulations; the historical governmental involvement with water supply, water usage, and water resource management; principles of physical geography, hydrology and/or hydrogeology
Skill:
• Experience with a suite of Arizona water resources including groundwater, surface water, Salt River Project (SRP) supplies, and Central Arizona Project (CAP) supplies
• Experience with water conservation (preferred)
• Working knowledge of Arizona water law
Ability:
• Information sources, research methods, and techniques utilized in water resource management; researching maps, reports, and documents and in gathering information necessary to evaluate and process applications for financial assistance and generate reports; assist with establishing relationships with stakeholders, including governmental officials, the regulated community, and the public
• Experience with water conservation (preferred)
Selective Preference(s):
• Two additional years of qualifying experience may be substituted for the Master’s Degree, with a Bachelor of Science degree in a field related to water, environmental, or natural resource management
• Other combinations of experience and education which meet the minimum requirements may be substituted
Pre-Employment Requirements:
• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)
• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
