The Mines Health, Safety and Enforcement Division (MHSE) provides oversight of the mineral exploration and mining sector during all stages of mine projects. The division includes: the Office of the Chief Inspector of Mines; the Mine Audits and Effectiveness Unit; the Abandoned Mines Branch; and the Regulatory Management and Enforcement (RME) Branch. The Code Review Secretariat administers the ongoing work of the Code Review Committee and is part of the RME Branch.  In 2019, MHSE created the Abandoned Mines Branch (AMB) to identify and rehabilitate abandoned mines where unacceptable risks to public safety and to the environment continue to exist because of past mining activities and where no responsible persons or company exists to address the risks.

The TSF Dam Safety Geotechnical Engineer will be responsible for the management of the TSF Dam Safety Program within the Abandoned Mines Branch (AMB) and will work closely with the Abandoned Mines Program area providing engineering support as required.

This position liaises with and oversees the work of external professional engineers that have been contracted to carry out inspections at Provincially managed TSF sites and to provide recommendations for additional studies, mitigative actions and/or upgrades.  These recommendations are then reviewed by AMB staff and are used to develop annual action plans.  The overall goal of the program is to reduce residual risks associated with these sites and to minimize long term monitoring and maintenance requirements.

Job Requirements:

  • Degree in geotechnical engineering, or closely related discipline.
  • Five (5) years of practical experience with tailings or earth dams.
  • Two (2) years of practical project management experience.
  • Registered, or immediately eligible* for registration, as a fully licensed professional with the British Columbia professional association as required by the specialty area (Engineers and Geoscientists BC).  
  • *Note: Immediately eligible is defined as being registered as a professional in another Canadian jurisdiction referred to above, and able to transfer that membership to a BC professional association within 6 months of employment. It is the responsibility of the applicant to have their qualifications reviewed by the appropriate body to ensure they have the necessary requirements for registration.
  • Must have a valid BC Class 5 Driver’s licence
     

Preference may be given to candidates with the following:

  • Experience working with the BC Mines Act, Health Safety and Reclamation Code, and other Provincial regulation and legislation.
  • Experience working with contracts and contractors.
  • Experience in mine closure, decommissioning and rehabilitation.

About this Position:
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved Telework Agreement.
This position can be based in any Energy, Mines and Low Carbon Innovation offices:  Victoria, Vancouver, Kamloops, Cranbrook, Prince George or Smithers.
