Position Summary:

DT Global is seeking a Water and Sanitation Lead for a proposed five-year, $45-50M USAID-funded Municipal Strengthening and Service Delivery Activity in Ecuador. This project will improve the provision and performance of municipal water and sanitation services in Ecuador, while strengthening effective and accountable local governance over water resources and water and sanitation services. The estimated start date for this position is in October 2023.

Primary Responsibilities:

  • Consult with targeted municipality stakeholders and conduct research to develop new methods to improve water and sanitation access.
  • Travel extensively among the targeted municipalities to build the team’s capacity in the technical, managerial, and governance aspects of water and sanitation; monitor progress; build trusting relationships with municipal and other local water and sanitation stakeholders; and drive the day-to-day work on the ground related to water and sanitation services.
  • Assist in building capacity of local governments, through cooperation with existing stakeholders at national and local levels.
  • Provide and assist in training using existing training resources.
  • Monitor and report on progress of key deliverables.

Education & Minimum Qualifications:

  • Minimum Education: B.S. or B.A. degree in civil and environmental/public health engineering, public administration, management, public health, or other field relevant to water and sanitation service delivery and governance.
  • A minimum of 5 years of experience with water and sanitation development and services strengthening in Ecuador and/or other countries in the region.
  • Experience working with municipal governments and/or Juntas Administradoras de Agua Potable y Saneamiento on water and sanitation services in Ecuador.
  • A demonstrated history of managing projects with success improving the participation of diverse stakeholders in, and delivery of, water and sanitation services.
  • A demonstrated ability to engage with multiple stakeholders, including local civil society and Indigenous groups, at the local and national levels.
  • Fluent written and oral communication skills in Spanish. Proficiency in English. (Ability to communicate in other languages spoken in target municipalities is a plus, but not required).
