Description

The Idaho Department of Water Resources has an exciting opportunity for someone who wants to impact Idaho water issues as a Senior Water Resource Agent at our Western Region Office in Boise. Typically the Water Resource Agent, Senior level requires 2 years of experience as a Water Resource Agent or equivalent work experience.

The primary focus of this position is on processing applications for permit or transfer, conducting beneficial use field exams, and issuing licenses for uses within Western Region. This role also has responsibility for supporting a breadth of programs for users in the region, so the Senior Agent position at Western will have opportunities to engage in water district support, compliance activities, and general customer support for a wide variety of programs. Agents in Western Region tend to gain a breadth of experience and knowledge due to the variety of programs we support. 


Example of Duties

  • Process water right filings for permits, transfers, water supply bank leases and rentals, and ownership changes.
  • Recommend actions on water right filings based on review and interpretation of statutes, rules, and policies.
  • Respond to customer inquiries regarding water rights, filing requirements, statutes, rules, and policies.
  • Conduct beneficial use field examinations to make water right license recommendations. Examinations may include, but are not limited to measuring water diversion systems, interpreting PLS descriptions and aerial photographs, collecting GPS data, and verifying compliance with permit conditions.

Minimum Qualifications

  • Some knowledge of algebra, geometry and trigonometry to calculate water flow rates, pump efficiencies, water storage capacities, and/or land areas.
  • Good knowledge of hydrology as it relates to surface and ground water.
  • Experience determining a system’s water diversion and conveyance capacity including pump systems.
  • Experience interpreting aerial photography, satellite imagery, global positioning systems, or geographic information systems.
  • Experience interpreting public land survey legal descriptions utilizing at least one of the following: USGS quadrangle maps, survey plats, or similar cartographic material
  • Experience applying federal and state regulations and laws pertaining to water appropriation and/or use in a work setting.

ADDITIONAL QUALIFICATIONS
Must possess a valid driver’s license.

DESIRED QUALIFICATIONS

  • Experience interacting with upset or argumentative individuals.
  • Experience applying the Prior Appropriation Doctrine in a work setting.

Supplemental Information

Work Environment
Performing these duties may involve working in a field setting and/or in an office environment. Field work may include working in all weather conditions, around noisy and dangerous equipment, and high electrical voltage. Work involves walking over rough and steep terrain for distances up to three miles as well as lifting and carrying objects such as water measuring equipment weighing up to 40 pounds. This position will travel in an assigned service area.
