Position Summary :
DT Global seeks a Chief of Party (COP) for an anticipated Municipal Strengthening and Service Delivery Activity in Ecuador . This 5-year , US$45-50M contract funded by the U.S. Agency for International Development (USAID) will improve the provision and performance of municipal water and sanitation services in Ecuador , while strengthening effective and accountable local governance over water resources and water and sanitation services . The COP will be responsible for providing overall leadership, management, and technical direction for the entire activity, ensuring an integrated vision among different components and a focus on achieving expected results defined in the contract. The COP will be based in Quito to serve as the primary point of contact for USAID, the government of Ecuador, and key civil society , private sector, and donor stakeholders, with extensive travel to municipalities throughout Ecuador to oversee activity implementation. The estimated start date for this position is in October 2023.
Primary Responsibilities:
- Serve as principal manager and representative of a large, complex USAID project, with diverse, geographically dispersed technical and operational teams.
- Provide strong leadership, project vision and planning, ensuring timely and high-quality contract deliverables for USAID.
- Complemented by a team of subject matter experts, provide technical leadership to activity implementation across municipal service delivery strengthening technical assistance in Ecuador.
- Serve as the primary point of contact for USAID, building and maintaining strong working relationships with key stakeholders within the Ecuador Mission, as well as within and between municipal government s , civil society and the private sector , the government of Ecuador , and other development partners within the activity’s ecosystem of actors.
- Hold ultimate responsibility for both the technical quality of the project and its effective financial and operational management.
Education & Minimum Qualifications :
- Experience leading complex teams of technical and operational managers and substantive experience managing and supporting large, complex multi-million-dollar USAID programs in Latin America required .
- M unicipal water and sanitation governance or service delivery technical experience required . Expertise in municipal water utilities encompassing distribution, reliability, resilience, and performance management preferred .
- Expertise in service provider performance improvement and service delivery financing in Latin America desirable , including PPPs and market-based financing, capital investment planning, and transaction advisory services.
- Ability to lead complex engagement s with civil society, citizens, the private sector, and municipal governments to improve communication, data, collaboration, and coordination.
- Experience supporting and coordinating national, provincial, and municipal intragovernmental policies and processes related to service delivery planning, funding, and provisioning.
- Experience partnering with municipal governments to improve service delivery and revenue management.
- Excellent verbal and written communication skills in English and professional fluency in Spanish required .
