Purpose  

To conduct research on the rights and dignity of sanitation workers and to make visible, the issues of sanitation workers and manual scavengers in Bangladesh.  

Consultancy End:  This is a six month consultancy.

Background  

In South-Asia, the occupation of sanitation work is regarded as filthy and is assigned to the oppressed and particularly the Dalit castes and religious minorities. The practice of sanitation work and manual scavenging is a major cause of stigma, and discrimination. These workers are subjected to health and safety hazards, low pay and exploitation and they are prevented from finding alternative non-stigmatised work.

Objectives and deliverables 

With support and oversight from the South Asia Regional Office, the consultant will:  

  • undertake indepth research regarding sanitation work carried out taking an intersectional approach including gender, caste, class and relegion.
  • Ensure the research includes a legal analysis and contextualises the historical neglect that reinforces these labour conditions.
  • Ensure the research methodology captures voices from the communities and those involved.
  • Present real life case studies of affected groups, focus group discussions and interviews with affected groups and academics, experts and activists to ensure a balanced view. 
  • Produce recommendations for change that address root causes of inequality and discrimination in sanitation work.
  • Report to the South Asia Regional Office Deputy Director (Research). 

Known Project Stages

From the start date of signing this consultancy agreement, produce an outline of research in one week’s time for review. Once the outline is agreed, for a period of one month, engage in research to include desk based research, interviews and focus group discussions. Thereafter, produce first draft in one month for review, make relevant changes and submit for law and policy review then revise the draft for final review to the Regional Director. Address any remaining concerns before publication.

Essential Requirements 

From the date of signing the consultancy agreement, there will be a period of six months for the research to be completed and published.

Desirable Requirements 

Experience conducting qualitative and quantitative research in relation to sanitation workers and manual scavengers, native speaker and competent in languages spoken in Bangladesh. Must be based in country to undertake physical discussions. Experience working on issues with regards to caste, gender and minorities.

As standard, payments are made by Amnesty International 30 days after receipt of a valid invoice for the agreed work milestone completed.
