UNOPS Water, Environment and Climate Portfolio (WEC)
UNOPS Water, Environment and Climate Portfolio (WEC) supports the design and management of multi-stakeholder initiatives by providing services in financial and grant management, procurement, human resources, and project management.

The cluster has supported projects in the areas of water resource management, climate change adaptation, mitigation and transparency, energy access and distribution and environmental conservation under the Paris Agreement. WEC has also supported operations and financial management services, in Vienna, the rest of the ECR region and beyond. This includes operational support to the UNEP-convened Climate and Clean Air Coalition.

Climate and Clean Air Coalition (CCAC)
The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.  

The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.  

The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. UNOPS provides project services to support the CCAC and its secretariat.

The CCAC is redoubling efforts to deliver concrete benefits for public health, food security, the environment, and the economy while simultaneously slowing the rate of near-term temperature change. 

The CCAC’s six sector-based Hubs and cross-cutting National Planning Hub are designed to foster collaboration among governments, intergovernmental organizations (IGOs), non-governmental organizations (NGOs) and the private sector to implement each Hub’s respective Engagement Strategy, and deliver the CCAC’s goals to mitigate SLCPs. The CCAC Hub Engagement Strategies for Agriculture, Fossil Fuels, Waste, Heavy-Duty Vehicles and Engines, Household Energy, Cooling and National Planning are available here: www.ccacoalition.org/en/resources/ccac-engagement-strategies  The CCAC Hubs are each comprised of a network of experts from governments, NGOs, IGOs and the private sector to define and drive a common vision, enable peer-to-peer exchanges, facilitate matchmaking between projects, programmes and funding of different partners, and aim at creating a project pipeline. In addition, the Hubs: 

  1. Advise governments on ways to define and implement mitigation measures based on sector-specific requests and;  
  2. Play a key role in identifying and sharing key mitigation measures and strategies for implementation at scale, and opportunities for transformative change in their sectors. 

The CCAC Hub Manager will provide full-time support to help drive action across the six sector-based Hubs in close coordination with the National Planning Hub. S/he will ensure coordination and systematic engagement across Hubs to drive global efforts to scale up SLCP mitigation; coordinate and oversee Hub Sector Experts that provide direct support to national governments and CCAC National Consultants; provide technical reviews of funding proposals; deliver various activities as set out in the Work Plan and Budget; and contribute to internal coordination within the CCAC Secretariat.

 Functional Responsibilities

Ensure coordination and systematic engagement across CCAC Hubs 

  • Lead development of overall Hub Work Plan to scale up engagement across all Hubs to support wide scale implementation of SLCP mitigation measures in Asia, Africa and Latin America 
  • Develop standard approaches to ensure Hubs are transparent and accessible to all CCAC Partners and interested non-CCAC Partners 
  • Provide advice to senior government officials and other experts on how best to drive action within key sectors

Coordinate and oversee performance of Hub Sector Experts and other consultants to

  • Scale up work in all CCAC Hubs by consulting with lead countries and organisations on the types of projects the CCAC should fund in each sector, and/or what types of other scientific or political actions the CCAC could employ to help drive/foster scaled-up action 
  • Expand networks in all CCAC Hubs, including by recruiting new organisations working at national and international levels to join and participate in the activities  
  • Scale up financing for all CCAC Hubs, including by engaging relevant bilateral aid agencies, philanthropies and multilateral development banks in each of the Hubs activities especially to provide advice on funds available and how to access them as well as to match-make countries with those other partners for direct collaboration

Engage with National Planning Hub Manager and Hub Sector Experts to

  • Facilitate technical reviews of applications for CCAC project funding, for example by engaging technical experts active from organisations in the Hub to provide such reviews to the CCAC Secretariat
  • Strategize opportunities to encourage cross-sectoral cooperation, for example by determining cross-cutting/thematic topics and engaging countries and organisations from across different CCAC Hubs 
  • Strategize cooperation opportunities for regional, subregional or other groupings 
  • Advise countries and CCAC National Consultants on ways to engage multiple Ministries in project development.

Support Hub Sector Experts to convene Hub meetings  

  • Specifically: (i) Regular Hub Leadership Groups, especially proposing strategic discussions on financing, technology, success stories and challenges, etc; (ii) 2-3 Full Hub meetings per year  
  • Advise Hubs members and potential implementers on CCAC and other funding opportunities  
  • Actively facilitate match-making between countries and/or organisations to develop projects, including for non-CCAC funding – using the CCAC Country Needs Database to inform this, and tracking any matches made and informing the CCAC Board   

Other ad hoc contributions to CCAC work

  • Support development of CCAC stories and op-eds. Advise and participate in communication activities, meetings and events related to the sector and/or organized by the CCAC  
  • Prepare discussion papers and provide expert inputs to CCAC governance and decision-making  
  • Contribute to internal coordination within the CCAC Secretariat
  • Deliver various activities set out in the CCAC Work Plan and Budget

 Education/Experience/Language requirements

Education

  • Advanced university degree related to international relations, business administration, development or a related field, is required
  • A relevant university degree (bachelor’s degree) with a combination of 2 additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of progressive experience required in operations/support services management in a public sector organization is required. 
  • Experience working on multi-stakeholder projects of regional or global nature, in particular in the areas of environment and climate change, is a strong asset. 
  • Expertise in grant management, especially in the international development context, is a strong asset.
  • Experience working on operations/support services in a UN organization or a similar international organization would be considered a strong asset.

Skills

  • Experience/knowledge of Google Suite products, especially Google forms, sheets, docs and slides is an asset.
  • Experience with ERP systems, in particular oneUNOPs, is an asset.

Languages

  • Fluency in English (written and spoken) is required. 
  • Knowledge of other UN languages is desirable.
