Job Description Summary

Performs advanced (senior-level) informational and communications work. Work involves implementing and overseeing Texas Natural Resources Information System (TNRIS) event planning, communications, and marketing.
Establishes the strategic direction of the TNRIS communications and marketing programs. Assists with brand identity
development, creating engaging on-brand content and experiences, and coordinating educational or training outreach
activities. Collaborates and coordinates with staff, partners, customers, and community members to promote and market TNRIS created products and services. Serves as the spokesperson and communications outreach person in conjunction with the Communications Team at the Texas Water Development Board. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the
Manager of the Design, Innovation, and Marketing Department.

Essential Job Functions

• Directs planning and implementation of performance monitoring and evaluation, marketing and outreach, and periodic reporting for all TNRIS programs, products, and services.
• Prepares and implements a marketing communications plan that promotes the TNRIS image, vision, and activities.
• Researches and develops strategies and plans that identify marketing opportunities.
• Monitors internet “reputation” via website performance analytics and social media interaction to optimize communications plan.
• Supports branding development and integration into TNRIS activities, products, and services.
• Oversees TNRIS communication activities, including coordination and publication of internal and external newsletters, brochures/handouts, presentations, content of websites, and social media presence.
• Plans and develops TNRIS educational outreach activities, including maintaining relationships with training instructors and presenters and negotiating terms, conditions, and costs that support GIS training opportunities
through TNRIS when relevant.
• Oversees the planning for the annual Texas GIS Forum and other technology-related meetings and conferences.
• Maintains confidential and sensitive information.
• Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely
disposed of in accordance with the agency’s records retention procedures and schedule.
• Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
• May be required to operate a state or personal vehicle for business purposes.
• Performs other duties as assigned.

Minimum Qualifications

• Graduation from an accredited college or university with major course work in Communications, Marketing, Brand Management, Product Management, Education, Public Relations, Public Administration, Advertising, or a related field.
• Three years of work experience developing marketing strategies.
• Three years using multiple marketing media platforms such as Twitter and Mailchimp.
• Relevant education and experience can be substituted on a year-for-year basis.

Preferred Qualifications

• Graduate degree from an accredited college or university with major coursework in Marketing or Business Administration.
• Visual or graphic design experience.
• Two years of experience managing marketing or communication strategies in the public sector.
• Five years of experience tracking social media and website traffic.
• Five years of experience with large-format event planning.
• Five years of experience with planning and executing marketing strategies.

Knowledge, Skills, and Abilities (KSAs)

• Knowledge of local, state, and federal laws and regulations relevant to the Design, Innovation, Marketing Department within TNRIS, along with the principles and practices of public administration.
• Knowledge of current marketing and merchandising practices, governing laws, and market reporting procedures.
• Knowledge of common branding guidelines, methods, and practices.
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and management of people and resources.
• Knowledge of project management, program development and implementation, marketing, and evaluation.
• Knowledge of operating computers, software applications, and peripheral devices.
• Knowledge of principles and processes to provide customer and personnel services.
• Skill in consumer and marketing insight analysis technology and conducting market research.
• Skill in using virtual communication tools for meetings such as Teams, Zoom, and/or Google Meet.
• Skill in using online collaborative workspaces such as Mural, Miro, Figma, and/or SharePoint.
• Skill in organizing and documenting work and decisions in a way that easily translates to others.
• Skill in using popular social media platforms including analytics and content creation.
• Skill in using creative software such as Illustrator, Photoshop, Figma, Sketch, and/or similar programs.
• Skill in using Microsoft Office programs such as Word, Excel, and Access.
• Skill in use of internet, email, word processing, spreadsheet, presentation, and database software.
• Skill in identifying measures or indicators of program performance.
• Skill in identifying complex problems and reviewing related information to existing programs and apply analytical and problem-solving options for implementation.
