Context
In this context, UNDP seeks to contract an international UNV WRM expert to support the WRM Programming, research and studies needed at UNDP Yemen and achieve a number of deliverables as detailed below.

Task description
Within the delegated authority and under the supervision of [Deputy Team Leader], Peace Operations Support Unit, or his/her designated mandated representative(s), the IUNV [WRM Expert] will:
The International UNV WRM expert will provide the support and guidance to the technical and management unit towards achieving UNDP’s WRM strategic framework objectives and will contribute to support the work of UNDP on Climate Change, Energy and Environment. The specific objectives of this assignment are as follows:

  • Review all relevant documents on the water sector and WRM in Yemen.
  • Provide technical support to current WRM projects and pipelines.
  • Coordinate with UN agencies, INGOs, and map the stakeholders and projects involved in support of the water sector.
  • Coordinate with the WSCG FP and DTL POSU and attend WSCG meetings to position UNDP in the water sector.
  • Lead consultations and carry out working sessions with relevant stakeholders, including technical staff from MoWE, MoAI, NWRA, EPA, and WRM experts to identify priorities based on UNDP’s WRM Strategic Framework.
  • Capture and document the detailed outputs of the working sessions with relevant stakeholders and validate them with relevant ministries’ leadership.
  • Based on consultations, develop detailed lists of interventions and projects, prioritized into priority projects 1,2 and 3.
  • Support the POSU in the development of WRM concept notes and proposals and contribute to proposals on Climate change, energy and environment as needed. 9. Provide regular reports and updates on the events related to WRM.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs:

  • As an active [UNDP-Yemen] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to [UNDP-Yemen] and its beneficiaries in the accomplishment of her/his functions, including:
  • High level analytical and technical advice provided to project management, national and local implementing partners;
  • High quality coordination and communication with project stakeholders and partners.
    -Regular updates and reports on the achievement of objectives.
  • Report detailing the mapped stakeholders and projects on water sector.
  • Report identifying the lists of priorities and interventions resulting from the consultations and working sessions with MoWE, MoAI, NWRA, and EPA.
    -Concept notes and project proposals for priority interventions.

Eligibility criteria

Age: 27 – 80

Nationality: Candidate must be a national of a country other than the country of assignment.

Requirements

Required experience
7 years of experience in project document writing with proven record in Water Resource Management or a related field, preferably within the UNDP/UN.

  • In-depth experience working in conflict-affected countries.
  • Proven track record of establishing/leading coordination platforms within the water sector.
  • Demonstrated experience in/excellent knowledge and understanding of Yemen country context, national key stakeholders are considered an asset.
  • Demonstrated experience in/excellent knowledge of UNDP Operational programmes including theory of change and area-based programming.
  • Strong expertise in project management and data collection.
  • Proven track record of project document preparation and success rate specifically with UN/UNDP (i.e., number of project documents developed, and number of project documents approved).

Living conditions and remarks
The Republic of Yemen is categorized as one of the least developed countries in the world. Yemen remains the world’s largest humanitarian crisis and aid operation. The crisis is the result of a brutal armed conflict that escalated six years ago. The economy and the currency continued to collapse as foreign reserves were depleted and the government was unable to subsidize food and other commodities for which Yemen is 90 per cent import-reliant. The situation was exacerbated by the global COVID-19 turndown which led to a sharp drop in remittances – the largest source of foreign currency and a lifeline for many families where 80 per cent of people live below the poverty line. As a result, millions more people cannot afford to meet their basic needs. Based on the 2021 HNO analysis, 20.7 million people – 66 per cent of the population – are estimated to need humanitarian assistance in 2021; 12.1 million people of whom are estimated to be in acute need. These people are facing crisis or worse levels of severity of needs, in obtaining the necessities of life, maintaining their health and wellbeing, and the coping strategies employed just to stay alive. International UN staff who work in Yemen are granted well protected accommodations in Sanaa, Aden and other 5 cities where the UN agencies operate.
