In the WASH sector, the conjunction of the multiple crises increases the need to enhance sector coordination for a strong preparedness and response to the urgent needs of the most vulnerable population. So far, the clusters have not been activated in Haiti and sector coordination is led by government entities. As co-lead of the WASH in emergency, UNICEF supports the Emergency response department (DRU) of the National directorate for water and sanitation (DINEPA) and the humanitarian actors for the coordination of the WASH preparedness and response to the emergencies and the capacity building of the sector actors. To fulfil this mission in a context of multiple and complex emergencies, UNICEF Haiti is recruiting an international experienced WASH Cluster Coordinator to support the WASH in emergency coordination.

How can you make a difference?

Under the supervision and guidance of the Representative, and in close collaboration with all WASH and emergency staffs, including the ones in field offices and other sections, the WASH Cluster Coordinator is responsible for the overall support to sector coordination for a strong preparedness and response to the multiple crisis, including capacity building of the government counterpart and WASH humanitarian actors, timely and quality response, data collection and management and reporting on the WASH preparedness and response.

As WASH Cluster Coordinator, you are responsible to support the head of the DRU to ensure an overall strong coordination of the WASH sector preparedness and response at national and sub-national level for the effective management and functioning of the WASH in emergency sector, especially regarding the response to the cholera outbreak, urban violence and the preparedness for the upcoming hurricane season. Key responsibilities include:

  • Conduct a rapid diagnostic on coordination gaps and needs at national and sub-national levels, setup and support the implementation of the required appropriate measures/actions
  • Support the estimation of gaps analyzes, overlaps and coverage of sector activities and projects as well as capacities.
  • Reinforce the 7 cores function of cluster coordination and ensure/support regular quality coordination meetings among WASH actors/partners at national and sub-national levels
  • Ensure an active and quality participation of the WASH in emergency lead and co-lead in cross-sectoral meetings led by OCHA and other government-led coordination meetings at national and sub-national levels
  • Adapt existing in-country information management approaches for collecting, analyzing and reporting sector activities and resources, and identifying information gaps.
  • Establish and maintain information databases that consolidate, analyze and report/disseminate information critical to decision making.
  • Maintain bi-weekly reporting from sector participants, including 5Ws matrix and database.
  • Ensure timely data collection, management and sharing on WASH in emergency preparedness and response to cholera, urban violence, hurricane, migrations and other WASH-related emergencies
  • Ensure a quality and participatory preparation of the humanitarian planning processes (HNO/HRP) for the WASH sector in close collaboration with OCHA, government counterparts, UN agencies and other sectors’ leads and co-leads.
  • Work closely and in coordination with UNICEF WASH and Emergency sections to ensure internal mechanisms for preparedness and response are in place (standby agreements with implementing partners, HPDs, critical items purchased and prepositioned whereas required, UNICEF response plans timely developed/updated…)
  • Work closely with the National observatory for water and sanitation (ONEPA) of the DINEPA in charge of monitoring and evaluation and data management to ensure the use of mWater by all sector actors for the geolocation and reporting of WASH in emergency interventions.
  • Adopt and promote the use of global standards for information management for inter-operability.
  • Contribute to resource mobilization through the development of quality proposals, close monitoring of field implementation, quality donor reports…
  • Lead on the preparation of SitRep inputs with emphasis on sector plans, targets and achievements
  • Oversee the information managers of the WASH in emergency sector and of the DRU to prepare adapted reporting tools on the sector actors positioning, interventions and achievements, and the preparation of reporting factsheets for key donors.
  • Ensure a quality communication with the government counterparts and key sector donors
  • Manage an inventory of relevant documents on the humanitarian situation.
  • Perform other tasks related to WASH in emergency upon request of the Chief of WASH or the Country Office management

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s degree) in one of the following fields is required: hydraulic, hydrogeology, civil engineering, sanitation engineering, public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field.
  • Formal training in cluster coordination.
  • Minimum of eight years of professional experience in WASH-related programs for developing countries, including programme management and/or coordination in the first phase of a major emergency response relevant to the cluster, is required
  • At least two years of work in humanitarian situations (with UN agencies, International NGOs, or Governments) is required
  • At least two years of work as Cluster/sector coordinator at national level is required
  • Proven ability to effectively lead a team to deliver results is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in French and English is required. Knowledge of another official UN language or the local language of the duty station is considered as an asset.
