The Department of Environmental Protection – MassDEP – is the state agency responsible protecting and enhancing the Commonwealth’s natural resources – air, water, and land – to provide for the health, safety, and welfare of all people, and a clean and safe environment for future generations.  

MassDEP seeks applicants for the position of Program Coordinator II (PC II). This position is assigned to the Bureau of Water Resources’ Wetlands & Waterways program in the Southeast Regional Office located in Lakeville. MassDEP’s Southeast Regional Office serves 84 cities & towns situated in Southeastern Massachusetts including Cape Cod & the Islands. 

Under the general supervision of the Section Chief of the Wetlands and Waterways program, the PC II will be the administrative lead for the program coordinating data management, permit review, and other administrative activities.

Specifically, the PC II job duties will include:

  • Sort & review incoming wetland notifications (via mail, hand delivery, and/ or electronic mail) for administrative completeness. Communicate with project proponent to identify any errors. Enter notifications into corresponding database and assist the Section Chief with assigning work to staff.
  • Provide technical assistance to the regulated community regarding the wetlands permitting process.
  • Assist staff in troubleshooting database and ensuring notifications are tracked in a timely manner.
  • Serve as Wetlands & Waterways internal point of contact for public records requests. Search for and provide responsive records to Regional Records Coordinator to meet the timeframes outlined by the Massachusetts Public Records Law.
  • Serve as back-up to for the Region’s front desk coordinator. Provide lunch coverage as needed and full-day coverage during scheduled and unscheduled absences. The front desk is responsible for customer service and technical assistance to the public and agency staff by responding to inquires via phone, email or in-person; the appropriate and timely sorting of all incoming and outgoing mail and packages; ensuring all building visitors are signed in and escorted by agency staff; operation of a multi-line phone system; and other related duties.

 Knowledge of general office procedures and telephone etiquette

  • Strong interpersonal and communications skills
  • Punctuality and reliability are essential. 
  • Ability to gather information through observation and discussion
  • Ability to express thoughts clearly and develop ideas in a logical manner
  • Ability to multi-task while remaining pleasant and professional
  • Proficiency with MS Office products (Word, Excel, Outlook, etc.)
  • Highly organized and the ability to pay close attention to detail and accuracy
  • Ability to understand, apply, and explain the laws, rules, regulations, policies, procedures, standards, and guidelines governing MassDEP operations

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor’s degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor’s or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
