ASSIGNMENT TITLE: INDIVIDUAL CONSULTANT – SENIOR GROUNDWATER MANAGEMENT ADVISOR

  1. The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Ground Water for Resilience Project (HoAGW4RP), and intends to apply part of the proceeds for the payment of consulting services for an Individual Consultant – Senior Groundwater Management Advisor.
  1. The Objective of the Consultancy Services will be to ensure that the project results contribute to environmentally and socially sustainable groundwater resources management in the targeted project area.
  1. The consulting services (“the Services”) include: providing overall technical oversight, quality assurance, and capacity building in the day-to-day implementation of the project activities of the Horn of Africa – Kenya Groundwater for Resilience Project Implementation Unit (PIU) at the Water Resources Authority (WRA). The consultant will support the PIU to ensure project activities, approaches, and deliverables meet the highest standards in regard to quality, safeguarding, and risk mitigation.

  1. The Water Resources Authority now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the form of a curriculum vitae (CV) and other relevant testimonials, including professional and academic certificates. The shortlisting criteria are:
  1. A minimum of a master’s degree in hydrogeology, water resources engineering coupled with hydrogeology certification, or groundwater management;
  2. A minimum of 25 years of water resources planning and management experience with special emphasis on groundwater experience. This should be demonstrated in the equivalent to the project’s groundwater environment;
  3. 10 years of experience in groundwater management and governance;
  4. 10 years of experience in groundwater and climate change adaptation;
  5. 10 years of experience in water supply and water resources planning preparation and supervision; and
  6. 10 years of experience in Kenyan water resources
  7. 10 years of experience in multi-stakeholder engagements and forums.
  1. The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, revised July 2018, and revised November 2020 which can be found at the following website: www.worldbank.org/procurement
  1. The duration of the individual consultancy services is twelve (12) months.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 
  1. A Consultant will be selected in accordance with the individual consultant selection (ICS) method set out in the Procurement Regulations.

  1. Expressions of interest must be delivered in a written form to the address below (in person, or by e-mail) so as to be received on or before Tuesday 30TH May, 2023 at 1500Hours, Kenya local time. (GMT+3 hours).
  1. Expressions of Interest must be submitted in writing in one signed original, two copies, and an electronic pdf file on a USB flash drive, in a plain sealed envelope clearly marked â€śREOI for Senior Groundwater Management Advisor: Reference No. KE-WRA-344373-CS-INDV.” and placed in the Tender Box on the 10TH Floor, NHIF Building, Wing B, Ragati Road off Ngong Road.
