BACKGROUND

Purpose of Activity/Assignment: 

UNICEF launched its Sanitation Game Plan in 2022 with the goal of supporting 1 billion people gain access to safely managed sanitation (SMS) by 2030. The game plan outlines a shift in UNICEF’s ambition, mindset and programming approach. Aligned to the SDG 6 Accelerator Framework, it promotes greater systems strengthening within UNICEF programs, aiming to create a sanitation enabling environment for rapid progress. It promotes government-led approaches and interventions, such as strengthening policy, improving sector coordination, securing appropriate sector finance, developing capacity at all levels and generating timely data for decision making. It encourages UNICEF to coordinate sector partnerships in the support of government priorities, seeking collaboration and alliances with a wide range of partners, such as development agencies, academics, youth groups and private sector organizations. The overarching objective is to fulfil UNICEF’s mandate to protect children’s rights and to help meet their basic needs.

UNICEF HQ is supporting Regional Offices (ROs) to roll out the Game Plan in program countries. In some regions, this has included a regional face-to-face workshop to build a strong understanding of SMS, so countries have the capacity to facilitate sector dialogue on SMS in their respective countries. The hope is that this sector dialogue leads to a plan of action, such as the need to update policies, strategies, plans and public data systems so they align to the achievement of SMS. In 2022, WaterAid and UNICEF HQ developed generic workshop materials to support this sector dialogue. The workshop materials are designed to be contextualized to address local priorities and initiatives. The partners have piloted the workshop materials in Ethiopia – and are planning to again in Cambodia in May 2023.

The purpose of this consultancy is to support 3 countries to contextualize and facilitate workshops in three further countries, on a demand-led basis, to support sector dialogue on safely managed sanitation, and prepare for further roll out across the region.

Scope of Work:

Under the supervision of the WASH Specialist and in collaboration with UNICEF ESARO and WCARO sanitation focal points, the consultant will support the following:

  • Conduct a desk review of generic SMS workshop materials, workshop proceedings, feedback notes, meeting notes, etc
  • Support development of a basic workshop evaluation protocol to support continuous improvement of the workshop for country offices to adopt. The protocol will outline steps to define desired outcomes and workshop objectives with CO/stakeholders, and proposed activities to monitor intermediate results (3-6 month timescale). Consultant will be expected to liaise with and allow for inputs from UNICEF’s partner supporting with monitoring incremental progress of systems strengthening activities.
  • Support UNICEF Country Office sanitation focal points to plan for and meet with key sector stakeholders via video call to discuss the proposed national SMS workshop, define objectives and activities, and gather key information needed to plan and adapt the workshop materials to country priorities and plans.
  • Support Country Office to contextualize workshop content and share with stakeholders for feedback, including key documents such as invitation, agenda, detailed facilitator notes, feedback process, etc.
  • Support delivery of workshop to a high standard, including facilitation, liaison and coordination where appropriate.
  • Implement workshop evaluation protocol in 3 countries to understand if and how workshop objectives have been met, any lessons learned, and how it can be better implemented next time.
  • Prepare generic SMS Workshop Guide, capturing key steps, tips, tasks and processes to allow UNICEF Country Office staff to adapt, organize and facilitate the workshop next time, ensuring a process of continuous improvement is built in.
  • Adapt existing workshop materials for delivery as a Training of Trainers at the regional level.

Qualifications

(1) Education

  • Masters level. Advanced university degree in one of the disciplines relevant to the following areas; Behavioural and other Social sciences, Public Health, Environmental/Sanitary/Water Engineering

(2) Work experience

  • A minimum of 8 years of professional experience in WASH programming, including country level experience. 
  • Experience in monitoring and evaluation of WASH programmes.
  • Demonstrated experience in the design and implementation of multi-stakeholder workshops in WASH, including those involving ministries/departments with a role in sanitation service delivery at national/sub-national level.
  • Experience supporting improvements in policy, regulation, public data systems and global monitoring for safely managed sanitation is desirable.

(3) Competencies

  • Excellent oral and written communication skills are required

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11)

  • Financial proposal that will include:
  • All-inclusive (lump sum) fees for the deliverables noted above.
  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
