Chemonics seeks a Chief of Party (COP) for the anticipated USAID Management of Non-Revenue Water in Southern West Bank Activity. This activity will improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends.

The Chief of Party is responsible for the overall project management, implementation, and the successful performance of the activity. The COP provides strategic leadership to staff and partners, ensuring the project efficiently and effectively achieves its objectives while remaining within the budget ceiling, adhering to USAID regulations, contract requirements, and Chemonics policies and standards of business conduct. The COP serves as the primary representative for Chemonics for the activity and is responsible for establishing productive relationships with USAID Operating Units and Missions, government officials and forging alliances with businesses, organizations, and other stakeholders. This is expected to be a full-time position based in the West Bank.

Responsibilities:

  • Provide overall leadership, management, and technical direction for the project, in close coordination with USAID and project counterparts.
  • Serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic challenges in a timely manner.
  • Ensure compliance with all USAID rules and regulations, contract requirements, and Chemonics policies and systems.
  • Liaise with and maintain effective working relations with senior Government officials of partner countries, stakeholders, international organizations, private sector partners, NGOs, civil society, U.S. Government agencies, and USAID Missions.
  • Communicate clear expectations to project staff and partners and establish an operating environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
  • Provide general oversight of the project, including overall responsibility for the project’s operations, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners.
  • Engage with the Chemonics’ Washington office technical practice management teams to development and facilitate best practices, thought leadership, and knowledge sharing.

Qualifications:

  • Master’s degree in engineering, water resources management, international development, water supply and sanitation, public administration, hydrology, business, or another relevant field.
  • Minimum 10 years of professional experience, including working on, designing, and/or implementing international development activities involving water service improvement, water sector governance and finance, or other related fields.
  • Minimum 7 years of demonstrated experience in senior management, including direct supervision of professional and support staff.
  • Direct experience managing donor-funded projects of similar size, scope, and complexity in sensitive and challenging environments.
  • Demonstrated leadership and experience working in water and wastewater infrastructure, water utility improvement, economic growth, and/or conservation of water resources in the West Bank & Gaza, or significant experience in the Middle East region with demonstrated knowledge of the West Bank & Gaza
  • Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate a vision to partners and colleagues.
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with donors, private sector actors, civil society organizations, and host country government counterparts.
  • Professional fluency in English is required. Proficiency in Arabic is preferred.
