Background:

Save the Children in India works on 5 core themes: Health & Nutrition, Education, Child Protection, Child Poverty and Resilience in collaboration with the Government, civil society organizations, and the community across 12 states and has reached over 3 million children across India.

Function:

Programme & Policy covers Direct Programme Implementation, Thematic Expertise (technical knowledge in areas of specialization), and Policy & Programme Impact (advocacy, research, monitoring & evaluation, and quality). The function links grassroots work with policy changes at the highest level and manages an ecosystem of partnerships including, but not limited to, community organizations, donors, peer organizations, academic institutions, media, and the state.

Job Purpose:

The Programme Coordinator will be responsible for the effective implementation of project activities in the assigned geography, team management, and government liaisoning with the following goals:

• Increasing access to and use of safe drinking water, including in homes and schools, by working with Gram Panchayats (village-governing bodies) and community members to make sure water supply systems are functioning, water safety plans are in place, and communities have the resources and knowledge needed to test, filter and store the water correctly to make it safe to drink.

• Increasing access to, and use of functioning and safe sanitation and hygiene facilities by repairing existing toilets and hand washing facilities in homes, schools, and communities, or constructing new ones if needed, as well as delivering behaviour change campaigns to increase usage. We will pilot the development of a community waste management system to address water contamination issues.

• Improving opportunities and decision-making power for women and girls by tackling discriminatory norms and practices, improving menstrual hygiene management, and providing opportunities for their personal and professional development. This will contribute to improving health outcomes and help to increase women’s participation in the workforce – ultimately contributing to more stable and resilient mint farming communities.

The main objectives of engaging the “Program Coordinator” is to support activities at the Community level and Facility level under the project and to play an active role in improving sanitation, improving drinking water, and empowering women and adolescents through addressing gender discrimination and providing scope for strengthening their agency.

Save the Children aims at enhancing the WASH situation and contributing to the attainment of the Swachh Bharat Mission on water and sanitation, as well as addressing issues of gender equity and inclusion.

Main responsibilities:

Program Implementation·         Creating sound liaison with government officials and support in gathering data regarding WASH / System strengthening / training / other indicators aligned with WASH at District and Block levels.·         Prepare activity plan and oversee implementation to ensure timely delivery of project outcomes on WASH enhancement in project field areas through community and field site visits.·         Support Supervisors in the WASH awareness campaign with provided IEC and other modalities/collaboratives under the project in a selected geography·         Support Supervisor in organizing WASH awareness camps at Gram Panchayat / Block / other levels and managing the same.·         Support the supervisor in preparing a Plan for Household visits/surveys for the identification of possible beneficiaries for the project.·         Support external parties/vendors in establishing and managing the quality of construction works.·         Identify WASH program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.·         Working with the field team in mapping and listing the most marginalized households who do not have access to clean drinking water, especially from Mint farm-related HHs, and are not served by govt. schemes.·         Working with the field team in mapping and listing toilet infrastructures available in the Mint Farm community at household and institutional levels like schools and health facilities catering to Mint Farmers and their families.·         Support the field team in the development of the Gram Panchayat sanitation & hygiene action plan.·         Water Safety Planning with Gram Panchayats.·         Ensure that Save the Children’s WASH work is coordinated with efforts of Gram Panchayats and other agencies for complementing with related govt. schemes, advocating for the specific needs of children.·         Any other task provided by Manager.
Capacity Building:·         Identify learning and training opportunities for WASH project staff and work as a mentor and role model for less experienced staff.·         Capacity building of Community Cadres on rejuvenation of water sources to ensure effective functioning of the hand pump and other water sources.·         Train para-professionals (local women and men volunteers) in the community process and other technical issues.
Reporting and Documentation·         With support from the field project team, prepare timely program updates and appropriate reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.·         Facilitate the Field Team in the collection of data and ensure timely submission of all required reports.·         Support field team in need-based planning and reporting.·         Contribute to project-level monthly, quarterly & annual reviews, and reporting. Regularly share progress reports with the Line Manager.·         Monitor project compliance and communicate results with Project Manager for action.·         Feed into the programme MIS for indicator-based reporting to the donor.
Value Operations / Non-negotiables·       Deliver high-quality results in line with the ongoing proposals and Save the Children’s strategy – to do this in a way which maintains the ongoing reputation of the WASH team.·       Ensure the fullest level of construction-related safety for the self, team, volunteers, community, and other stakeholders.·       Operate and promote cost-effective approaches to maximize resources for children.·       Comply with the Save the Children – Bal Raksha Bharat’s value principles such as Excellence, Empathy, Inclusiveness, Integrity, & Trust, and specific policy requirements in the below-listed areas, and report any deviations immediately to Project Manager and Senior Manager, UPSPO:v  Code of Conduct for Staffv  Child Safeguarding (CSG) Policyv  Anti-Sexual Harassment Policy (POSH Policy).v  Anti-Fraud, Bribery & Corruption Policyv  Conflict of Interest Declarationv  Non-Disclosure-cum-Confidentiality Agreement.·         To perform such other responsibilities as agreed with your line management.

Essential on Arrival – Educational /Professional Qualification & Experience:

Essential:

·         MSW, MBA (Development/Rural Managenet), or Post Graduate, preferred.

·         5- 7  years of experience in the development sector, most preferably in WASH.

·         Experience in working with community-based projects for a minimum of 5 years.

·         Good communication skills in English and Hindi (written and oral).

·         Good computer skills, including MS Office program.

·         Ability to multi-task & work under pressure to meet deadlines.

Desirable:

·         2-3 years of similar experience working with Swachh Bharat initiatives or WASH project would be added advantage.

·         Experience in working with NGOs / Social sector programmes will be preferred.

·         Any additional qualification relevant to the work will also be considered.

·         Punctuality, intellectual curiosity, and willingness to take initiative.
