This post will be offered as a permanent contract. The role itself is time limited until 31 March 2025 at which point your role could be extended, made permanent, or you could be redeployed to our pool of special project managers / advisers or redeployed to another suitable role.

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
Job description
To provide the expert lead on the delivery of key actions in relation to freshwater fisheries, as identified in the Salmon and Sea Trout plan of Action (Natural Resources Wales / Salmon and sea trout plan of action for Wales 2020: areas for action). In order to support and enhance freshwater fisheries in the face of a range of pressures including climate change, it is essential to review, revise and implement these identified actions. This will include the recommendations from the Fish Eating Birds Advisory Group. The post holder will manage all aspects by providing technical and managerial leadership and overall running of the project work to ensure delivery and reporting at key milestones.
You will be based in the Freshwater Ecosystems and Fisheries Management Team, a team of specialists in the Evidence, Policy and Permitting Directorate. You will also work with colleagues from other teams in Evidence, Policy and Permitting, Operations (Environment; Land Management, People and Places Teams) and Finance as well as officials from WG and sector representatives. You will also work with external partners and stakeholders to ensure that actions are delivered appropriately.
This is an exciting opportunity for the person with the right skills and knowledge to lead on the delivery of key actions for freshwater fisheries.
Responsibilities
The post holder will:
- Lead and project manage specific and complex issues that require development of NRW policies, strategies, plans, programmes including casework that is novel, contentious or of high public interest.
- Retain ownership and oversight of Freshwater Ecosystems and Fisheries Management policy area to ensure integrity of NRW approaches with Welsh Government, Central Government and EU Policy intent.
- Provide advice to WG and other bodies in Wales and the UK as appropriate, and in-turn review and advise on the produced policy, plans and strategies.
- Advise on evidence needs and opportunities and project manage agreed evidence projects, in line with the agreed evidence programme.
- Maintain a detailed working knowledge of freshwater fisheries management identifying the implications of legislative, technology and market changes for Natural Resources Wales and freshwater fisheries.
- Contribute to task and finish groups, commissioned through the Business Boards, to prepare defined products as required.
- Steer the overview and ownership of engagement with Welsh Government on the specific policy areas related to Freshwater Ecosystems and Fisheries Management.
- Collaborate with the Team Leader to develop and deliver an agreed Personal Development Plan.
Qualifications, experience and knowledge
- Knowledge of: Welsh, UK and EU legislation related to freshwater fisheries management. Welsh & UK Governments & EU policy drivers in freshwater fisheries management; and the issues and opportunities in Wales.
- Knowledge and practical understanding of how to overcome the complex priorities, drivers and barriers faced by NRW, partners and stakeholders involved in delivering freshwater habitats and species outcomes in Wales.
- Experience of: In-depth understanding of the freshwater fisheries management and the complex range of drivers and barriers to delivery.
- Working in a programme and project management environment with Project Management experience and/or qualifications.
- You will be a member of a relevant professional institution and/or working towards membership.
- Representing the organisation in high profile and contentious issues in the public arena.
- Share your knowledge and expertise to help solve problems, supporting all Heads of Business in EPP as required.
Welsh language requirements
Essential: Level 1 – able to pronounce Welsh and use basic phrases
