The Government of Timor-Leste has received a loan from the World Bank (WB) for the Baucau Municipal Capital Water Supply and Sanitation (WS&S) Project. The project will support the Government of Timor-Leste in providing safe, reliable, and affordable water supply and sanitation to target 41,000 people in the municipal capital of Baucau in 2030.  It will finance under Component-1 the construction of new facilities for water supply and sanitation services, Component-2 Infrastructure Sustainability Support, which is designed to fund the supervision of the construction contract and provision of technical assistance, capacity building, training, and goods, and Component-3 the Institutional Strengthening and Project Management, strengthen the regulatory and institutional capacity of both the Ministry of Public Works (MPW); and the newly established state-owned water utility, Bee Timor-Leste (BTL, E.P), in service delivery, planning, financial management, and operation and maintenance (O&M). The project is aligned with the Timor-Leste Strategic Development Plan (20112030). It will contribute to the country’s response to environmental health by improving the environmental health and hygiene of the population in project areas.

The Project will be managed by the Project Management Unit (PMU) under the Ministry of Public Works (MPW) as the implementing agency. A consulting firm(s) with extensive project management experiences, particularly in WS&S implementation, will be recruited to act as the Project Management Consultant (PMC) for the Project, to be co-financed by the World Bank and the Line Minister (MPW) budget.

The PMC will be engaged to support the effective delivery of the four key project outputs: (i) project management; (ii) financial management; (iii) monitoring and evaluation, and (iv) capacity building of the three project components, compliance with government and national policies and regulations, compliance with the WB’s procurement policies and guidelines, environmental and social safeguards, stakeholders engagement and gender aspects.

The estimated time input of international key experts is 50.5 person-months, and the estimated time input of national consultants is 86.5 person-months and 105 person-months for the supporting staff. The Terms of Reference (TOR) for the consulting service is attached for reference.

The consultancy assignment is expected to be for a period of 35 months. The consultancy service is scheduled to start in the Q3 of 2023. The consultancy contract will be time-based.

The TOR for the assignment is attached to this request for expressions of interest.

The Ministry of Public Works, through National Procurement Commission, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are (i) core business and years in business, (ii) relevant experience as Project management Consultant for Municipal Water Supply and Sanitation Projects, (iii) geographical experience (developing countries, in particular, the Asia Pacific), (iv) experience with multilateral development agencies, based on project references. Please select the most relevant projects, with each project value of USD 1.5 million or more, to demonstrate the firm’s experience (maximum of ten projects within the last seven years). Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, issued in July 2016 as amended from time to time (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS 80:20) method as set out in the Procurement Regulations.
