The position

AKF Tjk is seeking a highly qualified Monitoring and Evaluation Officer to lead on monitoring, evaluation, research and learning (MERL) plan development and its implementation under the supervision of Project Manager (PM). Incumbent is responsible for establishment of project M&E system and support the PM to develop tools and use them to collect data on project progress and analysis purpose. Support the PM in development of the progress reports according to the approved reporting formats and schedules, including development of success stores and project fact sheets. Support the project team to organize and lead on conducting of the project reflection and solution workshops and project progress review meetings and surveys.  Organize and store project related records, data, information, photos, success stories and videos as per AKF systems.

He/she will report to the Project Manager and will be based in Gharm town of Rasht district.

PROJECT OVERVIEW
Project title: Improving Community Resilience through Sustainable Livelihoods (ICR) in the Rasht Valley.

Goal: Ensure that people enjoy improved quality of life in more resilient, healthy, and equitable communities.

Outcomes (OUT):
OUT 1: Community members actively participate in the design, implementation, and feedback mechanisms of the local development processes.
OUT 2: Communities have equitable access and equitably use vital services (such as WASH and childcare services) which are effectively provided by public and private actors.
OUT 3: Women and youth generate a sustainable income. 
OUT 4: Communities engage in management, regeneration and protection of their natural resources and adopt disaster risk reduction measures and practices.

Duration: 5 years (2022 – 2027)

Target locations: Roghun town, Fayzobod, Nurobod and Sangvor districts of Rasht Valley.

The requirements

RESPONSIBILITIES

  • Lead all M&E aspects including the MERL plan development and implementation of the ICR project and coordinate with project manager on updating M&E system as per donor and AKF requirement.
  • Lead the output data collection/ and date inputting into Global Reach System (GRS) on annual basis, and Award Management Information System (AIMS) on quarterly basis and coordinate with Project Manager, AKF MERLU team on finalizing the project output data inputting/validation.
  • Lead the design of monitoring tools and conduct regular monitoring visits to project sites.
  • Lead the revision (when and if needed) and updating the actuals (results) in the project Logical Framework (LF) and design of performance measurement framework.
  • Together with the project manager develop a plan for joint monitoring of project activities, on the basis of which to conduct joint field trips, draw up reports on identified shortcomings, best practices and disseminate amongst the project team and relevant stakeholders upon sign off of the report.
  • Conduct discussions with the project team and technical specialists to develop recommendations for resolving problems / shortcomings and application, expansion of best practices.
  • Strengthen monitoring and evaluation of the project and adjust existing M&E plans as required to enable strong and responsive monitoring systems.
  • Provide ongoing support to project manager with the designing/finalizing ToR, study methodology, tools, sampling strategy, analysis and write up of the research findings planned survey/studies.
  • Support project staff to develop practical monitoring tools for their activities (which they use to conduct regular and need based monitoring) and supervise feeding the gathered information back into the system (AIMS, GRS).
  • Conduct timely analysis of the general statistics/demographic/population data from the project region and update it on regular basis for developing new proposals/reporting and share with the program/project staff based on needs.
  • Together with the project manager and MERLU manager, advise and support project team and implementing agencies on ways to improve the quality of their outcome level indicators monitoring and evaluation, and their strategic research, with a focus on qualitative and quantitative methods of data collection.
  • Support project manager in compiling project progress reports via data verification/validations.
  • Coordinate and arrange the field monitoring trips into the project’s target areas based on the senior management request.

QUALIFICATIONS AND REQUIREMENTS           
Education  

  • Bachelor’s degree in Statistics, Business Administration, Data Management, Statistical Analysis or other related fields.

Special skills & knowledge  

  • Solid understanding of international development issues, particularly in the sectors, management of natural resources and natural disasters, watershed management, food security, agriculture, work and enterprise, water supply and sanitation, hygiene, early childhood development.
  • Excellent written and verbal communication skills in English; obligatory knowledge of Tajik.
  • Ability to make competent recommendations to eliminate the identified deficiencies, in consultation with the project manager and technical specialists.
  • Work experience in a multi background, large team with several implementing partners.
  • Strong analytical, creative, and design-thinking skills.
  • Analytical report writing skills.
  • Ability to travel frequently to project locations, sites.

 Work experience 

  • 3+ Monitoring and Evaluation work experience in in the sectors as management of natural resources and natural disasters, watershed management, increasing food security,
  • agriculture, work and enterprise, water supply and sanitation, hygiene, early childhood development.
  • Experience in developing MERL plans and their effective implementation for donor-funded projects.
