Objective and Purpose of the Assignment
Assist water utilities and government agencies in Pacific Developing Member Countries (PMDC) for the
resilient planning and sustainable management of groundwater resources for water supplies.
Scope of Work
Provide on-demand technical advice and support relating to ADB’s Pacific Developing Member Country water
utilities, water resources management agencies, relevant government stakeholders and ADB relating to the
resilient planning and operation of surface- and groundwater sources for water supplies. The consultant
will assist in mainstreaming water security and adaptive planning principles through a structured
approach engaging resources analysts, planners and decision-makers.
Detailed Tasks and/or Expected Output
The consultant will provide on-demand advice and support to PMDC water utilities and relevant government
agencies and to ADB on a range of issues relating to planning and operation of surface- and groundwater
sources for water supplies, which may include but not be limited to:
- Conduct a desktop study to evaluate the groundwater situation based on compilation of existing
relevant data (i.e., hydrogeological, climatic, meteorological, hydrological) with additional
hydrogeological field data collection to further identify the favorable exploration zones; - Assess the groundwater potential of project areas by identifying the target aquifers, types and
spatial distribution, to include assessment of groundwater potential by establishing a water balance to
present a conceptual hydrogeological model; and assess geomorphological features relevant to groundwater
dynamic process (e.g., drainage patterns, vegetation cover variations). - Carry out a fieldwork to ground truth hydrogeological conditions and inspect borehole locations and
conditions and provide technical advice and recommendations for future geophysical testing and drilling
of proposed production boreholes during the assignment timeframe and provide reports on the progress of
the said activities. - Review and provide recommendations on the operation of groundwater wells during periods drought and
other stress periods that may impact on the sustainable operation and maintenance of deepwells and other
groundwater assets; - Based on the conceptual model, design an appropriate groundwater management plan and strategy that is
coherent with the defined criteria and with the identified target aquifer type (porous, fractured or
karstic), the expected depth of the target aquifer and the baseline elevation (estimated depth to
groundwater which determines the minimum required investigation depths); and - Assessment of water quality policies and provision of recommendations to enhance the sustainability
of groundwater resources.
The Consultant is required to submit a workplan and regular reports to ADB outlining the activities
undertaking for the assignment during the preceding month, ongoing and pending issues, and planned
activities over the coming month.
With particular reference to coronavirus disease (COVID-19), any need for international and/or national
travel shall be assessed by ADB and the Consultant using ADB’s advice at the time of travel. Subject to
ADB’s approval, the Consultant may use remote video technology meetings to replace face to face meetings
as considered necessary.
Minimum Qualification Requirements
• A Masters or postgraduate degree in Hydrogeology/Geology or Environmental Sciences or engineering or
water engineering
• At least 10 years proven experience in conducting and interpreting hydrogeological/geophysical surveys
using diverse techniques, preferably with experience working in the Pacific region.
• Proven experience in drilling supervision, conduct and analysis of pumping tests and borehole
documentation
• A reliable and effective analyst with extensive experience in conducting analyses and a proven record
of delivering professional results
• Excellent computer skills, adequate skills in GIS and GIS-aided spatial analysis
• Excellent presentation and report writing skills.
